Bidders must be registered on the Central Supplier Database, have a valid SARS Pin, and comply with the Preferential Procurement Policy Framework Act, 2000, and the Preferential Procurement Regulations, 2022. They must also not be in the service of the state or have directors who are persons in the service of the state.

The scope involves mast pole stenciling for the Gauteng region.

Key tasks include:

• Measuring distances between poles (obtaining km points).
• Surface preparation of the mast.
• Applying white background paint on poles.
• Applying black mast numbers.
• The work must be done on both sides of the mast.

Detailed specifications are attached separately in the Scope of Work (Section 09).

• Organizational Experience: You must demonstrate experience in similar signage installation projects over the last 15 years. Provide appointment letters, purchase orders, completion certificates, project descriptions, client contacts, dates, and contract values.
• Key Personnel Qualifications: Submit detailed CVs for a Flagman (SP) and a Safety Officer. Qualifications must be SAQA-accredited and railway-related (not roadway). Copies must be certified by a commissioner of oath within three months before the closing date. Points are awarded based on average years of experience in installing 6.6 kV or above transmission equipment. If less than two candidates are proposed, the bid will be disqualified.

• You must complete the Pricing and Delivery Schedule Form (Section 4) and the BOQ/Pricing Schedule (Section 10). These are mandatory; non-submission leads to disqualification.
• Prices must be in ZAR, inclusive of VAT.
• Provide a cost breakdown and indicate price escalation basis.
• Use the provided format only. Deviation may render your bid non-responsive.
• Discounted prices will only be considered in the final evaluation on an unconditional basis.

• All prices must be quoted in South African Rand (ZAR), inclusive of VAT and all applicable taxes, on a fixed price basis.
• You must complete the Pricing and Delivery Schedule Form (Section 4) and the BOQ/Pricing Schedule (Section 10). These are mandatory; failure to submit leads to disqualification.
• Provide a cost breakdown and indicate the price escalation basis and formula.
• Use the provided pricing schedule format only. Deviation may render your bid non-responsive.
• Any discounted prices will only be considered in the final evaluation on an unconditional basis.
• PRASA may negotiate a market-related price if the highest scoring bidder's price is not market related.

• Tax Compliance: You must be tax compliant. Submit your SARS Personal Identification Number (PIN) or a printed Tax Compliance Status (TCS) certificate. If no PIN but registered on CSD, provide your CSD number.
• Central Supplier Database (CSD): Registration on the National Treasury CSD is mandatory for local suppliers. Access at https://secure.csd.gov.za/. Foreign suppliers with no local entity need not register.
• B-BBEE: Specific goals are evaluated under Stage 3 (Specific Goals). Points are allocated for Black youth owned and EME/QSE 51% Black Owned status. Submit supporting documents (certified IDs, CIPC, CSD report, B-BBEE certificate/affidavit).
• COIDA: A valid Letter of Good Standing for Compensation for Occupational Injuries and Diseases Act (COIDA) is required.
• State Employees: No bids will be considered from persons in the service of the state, companies with directors who are state employees, or close corporations with members who are state employees.
• Disclosure: Complete the SBD4 Bidder's Disclosure form, declaring state employment, relationships with PRASA employees, other business interests, and PEP/PIP status.

• A Safety Officer is required as part of the key personnel for the project.
• The project schedule (work plan) must include activities showing safety measures to be taken.
• A valid Letter of Good Standing for COIDA (Compensation for Occupational Injuries and Diseases Act) is a mandatory submission requirement.

• Warranty: The supplier warrants that items supplied are fit for purpose and will remain free from defects for one year from acceptance (unless another period is stated in the order).
• Indemnity: The supplier indemnifies PRASA against claims arising from negligence, infringement of rights, breach of statutory duty, or defective design/materials/workmanship.
• Subcontracting: Subcontracting requires prior written approval from PRASA. The successful bidder remains primarily liable.
• Governing Law: South African law applies, with parties submitting to the non-exclusive jurisdiction of South African courts.
• Disclosure: Bidders must complete the SBD4 disclosure form regarding state employment, relationships with PRASA employees, other business interests, and PEP/PIP status.
• Award Conditions: PRASA may appoint a bidder other than the highest scorer if the successful bidder fails to sign the contract within 14 days, fails to provide required securities, fails to meet a condition precedent, or if final negotiations fail.
