• Reserve the bid document by emailing [email protected] between 07 May 2026 and 13 May 2026.
• Pay the non‑refundable documentation fee of R500.00. Payment must be made to the Ndwedwe Municipality bank account (Nedbank, Acc No 119 744 1085, Branch Code 198765) and the proof of payment must reference the Bid Number (NDWP 25/25/26) and your company name.
• Collect the bid documents from the SCM office at Lot 47‑48, P100 Road, Ndwedwe, Monday 18 May 2026 onward, Monday‑Friday 08:00‑14:00.
• Prepare your bid in a sealed envelope clearly marked with the Project Name and Bid Number.
• Submit the sealed envelope to the bid box at the reception area of the Ndwedwe Municipal offices (Lot 47‑48, P100 Road) before 12:00 on 08 June 2026.
• Late submissions, or submissions by post, fax or e‑mail will be rejected.
• Only suppliers registered on the Central Supplier Database (CSD) will be considered.
• Failure to include any mandatory documents will result in disqualification.

• Stage 1 – Compliance: assessment of mandatory documents (CSD registration, required forms, etc.).
• Stage 2 – Functionality: evaluation of technical capability and proposed methodology.
• Minimum passing score: 70 points out of 100. Bidders scoring below 70 are excluded from price and specific‑goals evaluation.
• Preference points: an 80/20 preferential procurement points system applies as per the Preferential Procurement Regulation 2022.
• Final ranking considers functionality score, preference points and, if the 70‑point threshold is met, price and specific‑goal scores.

Scope: Provide a panel of qualified professional town planners to undertake town‑planning projects for a period of 36 months for Ndwedwe Local Municipality.

Deliverables: Planning studies, reports, and related documentation as required by the municipality.

Qualifications: Must be a registered professional town planner with demonstrated experience in municipal planning projects.

Compliance Requirements: Bids must address locality, race, gender, disability and youth transformation criteria as indicated in the tender table.
