Professional service providers needed for sanitation projects in eastern cape – cluster 5 (planning, design, monitoring & close-out)

Failure to submit any mandatory returnable document may result in disqualification. Mandatory returnables include: SBD 1 (Invitation to Bid Form), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), CSD registration proof, valid SARS Tax Compliance Status PIN, company registration documents, COIDA certificate, certified B-BBEE certificate or sworn affidavit, Annexure F (Organisation and Staffing), Annexure G (Current/Previous Projects), Annexure H (PSP Performance Evaluation Form), C1.1 (Form of Offer and Acceptance), Pricing Schedule/Activity Schedule, and Professional Indemnity Insurance Proof.

Scope: Appointment of Professional Service Providers (PSPs) for planning, design, construction monitoring, and close-out of sanitation projects in the Eastern Cape Province – Cluster 5. Core team requirements per sub-cluster: 1) Quantity Surveyor (Professionally Registered, >5 years post-registration experience). 2) Civil Engineer (Professionally Registered Engineer/Technologist). 3) Architect (Professionally Registered, >5 years post-registration experience). 4) Geotechnical Engineer (Professionally Registered, >5 years post-registration experience). All core staff must be fully committed and available. Methodology must address project governance, variation orders, final accounts, stakeholder queries, payment certificates, HR allocation, scheduling, QA/QC, risk management, stakeholder engagement, cash flow projections, as-built plans, contract administration, and a 6-month implementation plan.

Pricing must be submitted via the Pricing Schedule/Activity Schedule (C2.2). Payment is linked to completed project milestones via payment certificates. Bidders may be required to provide detailed cost breakdowns, including personnel rates, overheads, and project management costs. Professional Indemnity Insurance Proof is mandatory. Fees must be realistic and market-related; significantly low bids may be deemed high-risk.

Mandatory compliance documents: Proof of registration on the Central Supplier Database (CSD), valid SARS Tax Compliance Status PIN, company registration documents (Annexure B), COIDA Certificate (Annexure C), originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). Professional registrations for all key personnel (Quantity Surveyors, Civil Engineers, Architects, Geotechnical Engineers) must be valid and submitted. SBD 4 (Bidder’s Disclosure) must disclose any past poor performance or contract terminations. Service Providers with unresolved poor performance or terminations may be disqualified.

Four-stage evaluation: 1) Administrative Compliance: Mandatory documents checked; failure results in disqualification. 2) Functionality: Minimum 70 points required to proceed. Criteria include professional registrations, experience, and references. 3) Price and Preference Points: 80 points for price (80/20 system), 20 points for B-BBEE. 4) Risk Assessment: Minimum 11 points required. Evaluates workload, reliability, experience, price realism, and methodology. Bidders with poor past performance may be disqualified.
