Mandatory documents to submit with your quotation:

• Tax Clearance Certificate (SARS Tax PIN).
• Declaration of Interest (SBD 4).
• B-BBEE Certificate or Affidavit (if an EME).
• Letter of Good Standing (COID) - if applicable to the work.
• Any other document specifically requested in this RFQ.

Company must demonstrate >10 years experience in refractory environment for precast refractory shapes (50 points). Must specify lead-time: 2 weeks (30 points), 4 weeks (20 points), or 8 weeks (10 points). Must provide evidence of completed similar projects: 3 projects (30 points) or 1 project (20 points). Must achieve the functionality threshold score. Must submit all Required Documentation. Must comply with PPPFA 2022 and Necsa's General Conditions.

Scope of Work:

• Item 1: Precast the 4-ton furnace spout. Location: A26. Quantity: 1.
• Item 2: Precast the 4-ton furnace lid. Location: A26. Quantity: 1.

• The client is the South African Nuclear Energy Corporation Limited (Necsa), a state-owned company.
• Necsa's policies commit to compliance with ISO 14001, OHSAS 18001, RD 0034, ISO 9001, and ISO 17025 standards.

• Orders above R30,000 will be evaluated using the PPPFA 80/20-point system and a functionality scorecard.
• Orders above R1 million will be subjected to a full tender process.
• This RFQ is subject to Necsa's General Conditions of Purchase, the Preferential Procurement Policy Framework Act 2000, the 2022 Regulations, the General Conditions of Contract (GCC), and other applicable legislation or special conditions.
• The purchaser reserves the right to require a bidder to substantiate any B-BBEE claim at any time.
• No goods or services may be delivered without an official Necsa purchase order.

• Company Profile: Must demonstrate more than 10 years of experience in a refractory environment, specifically with precast refractory shapes.
• Specific Experience: Must have at least 5 years of experience in a refractory environment for 4-ton applications as per this RFQ.
• Project Experience: Provide a list of completed similar projects (including contact details, project type, and value). Scoring: 30 points for 3+ projects, 20 points for 1 project.

• Your quoted price must be all-inclusive, covering all applicable taxes, freight, insurance until acceptance, duty (if applicable), and disbursements.
• Prices must be fixed and firm.
• Payment will be made according to Necsa's General Conditions of Purchase.

You must submit the following mandatory documents with your quotation:

• A valid Tax Clearance Certificate (Tax PIN issued by SARS).
• A Declaration of Interest (SBD 4 form).
• Proof of B-BBEE Status Level: A B-BBEE Certificate or an Affidavit if you are an Exempted Micro Enterprise (EME).
• A Letter of Good Standing from the Compensation Fund (COID), but only if applicable due to the nature of the work.
• Any other documents specifically requested in this RFQ.

Note: Failure to submit proof of B-BBEE status means you will not be awarded any preference points.

• The bid will be evaluated using the 80/20 point system under the Preferential Procurement Policy Framework Act, 2022.
• 20 points are allocated for B-BBEE Status Level. Points are awarded as follows: Level 1 (20), Level 2 (18), Level 3 (14), Level 4 (12), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2). Non-compliant contributors receive 0 points.
• You must submit proof of your B-BBEE status level with your bid to claim these points.

• All prices quoted must include applicable taxes and be fixed and firm.
• Prices must cover all additional costs like freight, insurance, duty, and disbursements.
• An incomplete quotation may be disqualified.
• Payment terms are governed by Necsa's General Conditions of Purchase.
• The supplier is prohibited from offering any gifts, payments, or inducements to Necsa employees; doing so constitutes a material breach and allows Necsa to terminate the agreement.
• By submitting a quotation, you acknowledge and agree to be bound by Necsa's General Conditions of Purchase, the Preferential Procurement Policy Framework Act 2000, the 2022 Regulations, the General Conditions of Contract (GCC), and all attached technical specifications.

• Quotation must be submitted by the stated closing date and time.
• Necsa reserves the right to cancel or reject any quote, not award to the lowest bidder, award parts to different bidders, or not award the RFQ at all.
