• Submit two sets: (1) hardcopy and (2) scanned copy of the original bid with supporting documents (soft-copy).
• Do not take the tender document apart; any reassembled document will be rejected.
• Tender offers must be submitted as an original only; photocopies may be used but must bear an original signature.
• Complete all Returnable Schedules and Forms listed in Section T2.2, including Form of Offer and Acceptance, Contract Specific Data, and Schedule of Quantities.
• Ensure the Schedule of Quantities is completed in legible ink, corrections crossed out and initialled.
• Bids remain valid for 90 days from closing time.
• No telegraphic, telephonic, fax, emailed, or electronic submissions allowed.

Contractors must: (1) Be registered with CIDB in appropriate grading designation (6CE or higher); (2) Not be under restrictions or have principals under restriction for corrupt/fraudulent practices; (3) Have legal capacity to enter into contract; (4) Not be insolvent, in receivership, or bankrupt; (5) Demonstrate professional/technical qualifications, financial resources, and managerial capability; (6) Be in good standing with respect to taxes, duties, levies and contributions; (7) Be registered for VAT with SARS; (8) Not be listed on Tender Defaulters Register; (9) Not have abused SCM system or failed to perform on previous contracts; (10) Attend compulsory briefing session; (11) Score minimum 70 points on functionality evaluation. Company experience requirement: minimum 1 completion certificate for telemetry or similar projects in last 10 years.

• Scope: Installation of telemetry system in Heilbron reservoirs and steel tank.
• Technical standards: Requirements as described in SANS 1200 Standard Specifications for Civil Engineering Construction.
• Key personnel requirements:
• Contracts Manager: 5+ years’ experience and BSc/BTech in Civil/Electrical Engineering (NQF 7).
• Site Agent: 5+ years’ experience and BSc/BTech in Civil/Electrical Engineering (NQF 7).
• Artisan: 5+ years’ experience and N.Diploma/N6 in Civil/Electrical Engineering (NQF 5).
• Safety Officer: 5+ years’ experience and N.Dip in Safety Management or related (NQF 6).
• Labour-intensive construction methods required; limit permanently employed personnel to key personnel, recruit labourers locally.
• Site staff requirement: Site Agent with NQF 5 Labour Intensive Construction (LIC) competency.
• Documents include detailed scope in Part C3: Scope of Work (Standard, Project, and Particular Specifications).

• Pricing format: Complete Schedule of Quantities (C2.2) with firm prices, VAT included.
• Non-refundable bid document fee: R1,500 payable by cash at municipal cashier or direct deposit to specified bank account.
• Performance guarantee and retention money guarantee required (details in C1.3 and C1.5).
• Payment terms: Payments cannot be made at SCM office; can be made at municipal finance points or via direct deposit.
• Financial viability assessment: Points awarded based on credit rating (A=10 points, down to E=2 points; below E scores zero).
• Tenderers must be registered for VAT with SARS.

• Compulsory documents (failure to submit leads to automatic disqualification):
• Valid company tax clearance certificate.
• Copy of company registration certificate.
• Company profile with clear references.
• CSD registration report.
• Relevant CIDB grading certificate (5CE or higher).
• Valid letter of good standing (COIDA).
• Municipal rates & taxes clearance for director and company.
• All compulsory/supplementary forms fully completed.
• Joint venture agreement (if applicable) with certified ID copies of directors.
• CIDB grading: Must be registered in CIDB contractor grading designation 5CE or higher.
• CSD registration: Mandatory; if not registered at closing time, supplier will be disqualified.
• B-BBEE: Preference points awarded for specific goals (woman, youth, disability ownership) up to 10 points.
• Tax compliance: Must submit Tax Compliance Status PIN or certificate.
• Legal requirements: Tenderer must not be listed on Tender Defaulters Register, must not have abused SCM system, and must complete Compulsory Enterprise Questionnaire.
