• Deposit the bid in the bid box located at Ngaka Modiri Molema District Municipality, Cnr Carrington and 1st Avenue, Industrial Sites, Mahikeng.
• The bid must be received by 11:00 AM on 05 June 2026. Late bids will not be considered.
• You must include a soft copy of the entire bid document, including all returnables, saved on a USB drive.
• All MBD forms must be fully completed and signed.
• All prices must be quoted in South African Rand and be VAT inclusive.
• All items in the pricing schedule must be priced; failure to do so will render your bid non-responsive.
• All relevant forms must be completed and signed in black ink by a duly authorised official. Use of correction fluid or pencil is not acceptable.
• Certified copies must have a date of certification not older than three months at tender closure. Copies without a certification date will be considered non-responsive.
• Only original stamps and signatures are accepted; copies of certified copies are considered non-responsive.
• The bid validity period is 90 days.
• Key returnable documents you must attach (missing any will invalidate your bid):

1. Proof of Central Supplier Database (CSD) registration.

2. Signed Joint Venture Agreement (if applicable).

3. Municipal rates and taxes statements (or valid lease agreements/affidavits/tribal authority letters) for all directors and the company, not older than three months, with addresses matching the CSD.

4. Three years of audited annual financial statements (or independently reviewed statements if not legally required).

5. CIDB grading certificate of 7ME or higher.

6. Proof of registration or letter of good standing with the Compensation Fund (COIDA), or a letter from Employment & Labour confirming you have no employees.

7. An affidavit if the company operates from the same address as a director.

8. A signed and witnessed Signatory Authorisation form.

Must be registered on Central Supplier Database (CSD); must have CIDB grading 7ME or higher; must provide proof of COIDA registration/good standing; must submit 3-year audited financial statements; directors/company must provide municipal rates/taxes statements; no state employees or their relatives may bid; must have no overdue municipal payments (>90 days for contracts <R10M, >30 days for >R10M).

• Scope: Operation and maintenance of bulk wastewater infrastructure for four Wastewater Treatment Works (WWTWs) and their associated sanitary networks and sewage pump stations within the Ramotshere Moiloa Local Municipality. The contract period is 36 months.
• Plants to be maintained:

1. Zeerust WWTW: BNR process, Category C, 7 Ml/d capacity.

2. Groot Marico WWTW: BNR process, Category D, 0.8 Ml/d capacity.

3. Lehurutshe WWTW: Oxidation ponds, Category E, 1.5 Ml/d capacity.

4. Motswedi WWTW: BNR/activated sludge, Category C, 2.0 Ml/d capacity.

• Key Service Provider Obligations:
• Operate and maintain plants to comply with Water Use License conditions, Regulation 3630, and Green Drop Certification guidelines.
• Ensure treated effluent meets design standards and general DWS limits.
• Provide 24-hour monitoring coverage.
• Submit preventive/corrective maintenance plans and a detailed operational plan (including schedules, KPIs, SOPs, logs) for approval before commencement.
• Carry out instructions from NMMDM Senior Technicians and maintain proper records.
• Perform all minor repairs (labour included; materials paid as per invoice).
• Rectify any plant breakdown within 24 hours; failure may result in penalties or third-party rectification at your cost.
• Maintain site cleanliness and undertake preventive maintenance as per OEM schedules.
• Submit monthly maintenance and optimization reports.
• Appoint a full-time site-based SHEQ Officer.
• Have qualified maintenance personnel on standby.

• The bidder must demonstrate that its personnel possess the requisite skills and experience as per Regulation 3630.
• The contractor must have adequately qualified maintenance personnel on standby.
• A Process Engineer must visit the WWTW monthly to monitor performance and check logs.

• A detailed pricing schedule is part of the tender document.
• All items must be priced in South African Rand, VAT inclusive.
• Failure to price all items will render the bid non-responsive.
• For procurements over R10 million, specific financial declarations regarding municipal debt are required.

• All prices must be quoted in South African Rand and include VAT.
• You must price all items in the pricing schedule.
• Payment terms: The municipality undertakes to pay within 30 days of receiving a valid invoice.
• For minor repairs, labour is included in the contract price. The cost of replaced spares/materials will be paid based on submitted original invoices.
• Capital expenditure or equipment replacement will be quoted on a cost-plus 10% basis.
• Financial capacity checks: For procurements expected under R10 million, awards will not be made to bidders owing municipal rates and taxes for over 90 days at tender closure. For procurements over R10 million, the threshold is 30 days in arrears.

• Mandatory Registrations and Certifications:
• Central Supplier Database (CSD) registration proof is required.
• CIDB grading of 7ME or higher is mandatory.
• Valid Tax Compliance Status (TCS PIN) or CSD number must be provided. Foreign suppliers must complete a pre-award questionnaire.
• Proof of registration or letter of good standing with the Compensation Fund (COIDA) is required, or a letter stating you have no employees.
• Documentation for Directors and Company:
• Municipal rates and taxes statements (or lease agreements/affidavits/tribal authority letters) for all directors and the company, not older than three months. Addresses must match the CSD.
• If the company operates from the same address as a director, an affidavit confirming this is needed.
• Financial Documentation: Submit three years of audited annual financial statements (or independently reviewed statements if not legally required).
• Joint Ventures: If bidding as a JV, a signed Joint Venture Agreement is required, and all compliance documents must be submitted for each party.
• Declaration Forms: You must complete and submit MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement above R10 million, if applicable), MBD 6.1 (Preference Points Claim), MBD 8 (Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).

• The contractor must implement a Safety System Management system.
• A full-time site-based Safety, Health, Environmental, and Quality (SHEQ) Officer must be appointed to oversee SHEQ across the Local Municipality.
• The plant risk register identified in the W2RAP must be updated and maintained.

• Operation and maintenance must adhere to the Water Use License and Green Drop Certification guidelines to ensure environmental compliance.
• The contractor must ensure treated effluent meets the specified parameters and general DWS limit standards.
• Wastewater treatment works are registered and categorized under the National Water Act.

• The successful bidder must sign the MBD 7.2 contract form.
• The contract incorporates the bidding documents, proof of tax compliance, pricing schedule, preference claim form, declarations, and the General Conditions of Contract.
• The bidder confirms the bid's correctness, accepts full responsibility for contract execution, and declares no collusive practices.
• The municipality agrees to pay within 30 days of invoice.
• For procurements over R10 million, bidders must declare any overdue municipal payments or service provider debts and provide particulars of any past contract awards and non-compliance.

• The 90/10 preference point system is used.
• Price score formula: Ps = 90
• (1 - (Pt - Pmin) / Pmin).
• Specific goals: 10 points are allocated for companies based within NMMDM. You must claim these points in the MBD 6.1 form.
• The municipality may verify any preference claims and can disqualify bidders for fraudulent claims.
