• Access the portal at https://esupplierportal.transnet.net/portal/. You must register a company profile and log an intent to bid.

• Scope: Provision of fleet air conditioner maintenance and repair services for the Port of Durban, Transnet Port Terminal, Break Bulk Container (BBC) Terminals for a period of thirty-six (36) months.
• Detailed scope of work is provided in Annexure A.
• Technical Pre-qualification Requirements (Mandatory - submit one):
• A valid ISO 9001:2015 Quality Management System certificate relevant to HVAC products and equipment manufacturing/maintenance; OR
• Proof of registration with the Construction Industry Development Board (CIDB) with a grading of 3ME or higher. Provide valid CRS number, status, grading, and expiry date.
• Key Personnel/Experience Requirements (Scored in Evaluation):
• Proven similar work experience in fleet air conditioning maintenance (see evaluation criteria).
• Technicians must hold OEM Training Certificates, Gas Handling Certificates, and Trade Test Certificates in Refrigeration.

• Similar Previous Work Experience (Scored): Must provide traceable reference letters for fleet air conditioning maintenance and repair work completed within the past five years. References must include project description, client name and contact details, project duration (start/end dates), and client signature.
• Technician Qualifications (Scored): Must provide certified copies of:
• OEM Training Certificates for aircon installation, maintenance, or troubleshooting.
• Gas Handling Certificates.
• Trade Test Certificates in Refrigeration.

• A valid ISO 9001:2015 Quality Management System certificate is a mandatory technical pre-qualification requirement (alternative to CIDB registration).

• Pricing must be completed electronically in the Transnet eSupplier portal.
• All prices must be in ZAR, inclusive of VAT.
• Use only the provided pricing schedule format; deviations may cause disqualification.
• Unconditional discounts will be considered in final evaluation.
• State delivery lead-time from purchase order date.

• Pricing must be submitted electronically via the Transnet eSupplier portal. No paper pricing schedules.
• All prices must be quoted in South African Rand (ZAR), inclusive of VAT.
• Unpriced disbursements will not be considered.
• Strictly use the provided pricing schedule format. Deviation may lead to disqualification.
• Discounted prices will only be considered in final evaluation if offered unconditionally.
• Transnet may enter price negotiations if the highest-scoring bid is not market-related, negotiating sequentially with top bidders.
• The bid must include a priced offer.
• Bidders must state the delivery lead-time from date of purchase order (in days/weeks).

• Tax Compliance: Bidders must ensure tax obligations are in order. Submit your SARS-issued Personal Identification Number (PIN) or a printed Tax Compliance Status (TCS) certificate. Alternatively, provide your Central Supplier Database (CSD) number if no TCS is available.
• Central Supplier Database (CSD): Bidders are required to self-register on the National Treasury CSD (https://secure.csd.gov.za/). Foreign suppliers with no local registered entity are exempt.
• B-BBEE: A valid B-BBEE Status Level Verification Certificate or a Sworn Affidavit (per DTIC guidelines) must be submitted. Preference points are awarded for Level 1 or 2 contributors and for 30% Black Women Owned Entities.
• Foreign Suppliers: Must complete a questionnaire. If not a resident, have no branch/permanent establishment, and have no source of income in RSA, then SARS PIN/TCS registration is not required.
• Legal Compliance: Bidders must declare if they have been found guilty of a serious breach of law (e.g., Competition Act) in the past 5 years.
• Domestic/Foreign Prominent Persons (DPIP/FPPO): Bidders must disclose any commercial relationship with a DPIP or FPPO as per Transnet policy.
• Employment Equity Act: Bidders must comply with the requirements of the Employment Equity Act.

• A valid B-BBEE Status Level Verification Certificate or a Sworn Affidavit (per DTIC guidelines) must be submitted for compliance.
• Certificates must be issued by a SANAS-accredited verification agency, a registered auditor, or an accounting officer as per the Close Corporation Act.
• Preference points are awarded for B-BBEE Level 1 or 2 (10 points) and for 30% Black Women Owned Entities (10 points).

• Validity Period: Bids must remain valid for 180 business days from the closing date. Transnet may request an extension.
• The successful bidder must ensure all returnable documents (e.g., B-BBEE certificate, CIDB registration) remain valid for the contract duration. Failure to renew may lead to contract termination.
• Transnet reserves standard rights to: modify the RFP scope, award only a portion, split awards between suppliers, cancel the process, validate bidder information, request financial statements, and not accept post-closing price changes.
• Contract may be cancelled and the bidder restricted for up to 10 years if awarded based on incorrect information.
• The award may pass to the next ranked bidder if the preferred bidder fails to sign or commence work.
• Bidders must disclose any relationship with former Transnet employees/board members from the past 10 years.

• Tax Compliance is mandatory. Provide SARS PIN, TCS certificate, or CSD number.
• CSD registration is required for most bidders.
• B-BBEE certificate or sworn affidavit must be submitted.
• Foreign suppliers must complete a questionnaire to determine tax registration requirements.
• Bidders must disclose any serious breach of law in the past 5 years.
• DPIP/FPPO commercial relationships must be disclosed.

• Price scored out of 80 points using comparative formula.
• Specific Goals (20 points): B-BBEE Level 1 or 2 contributes 10 points; 30% Black Women Owned Entities contributes 10 points.
