The NRWDI seeks to appoint a suitable supplier to supply and deliver Official Dignitaries’ Photographs and Frames (RSA President, RSA Deputy President, Minister and Deputy Minister of Electricity and Energy) for display in the NRWDI offices at head office.

Returnable documents:

• Fully completed quotation as per the price structure/table and scope of work.
• At least two (2) reference/recommendation letters from clients where government dignitaries’ photographs were supplied.
• ID copies of the owners/directors of the bidding company (as reflected on CIPC, CSD Report, or B-BBEE Certificate/Affidavit).
• Completed SBD forms (SBD 4 and SBD 6.1).
• Valid B-BBEE certificate or sworn affidavit (if applicable).
• Proof of ISO 9001:2015 certification (if applicable).
• CSD registration confirmation (except for foreign bidders with no local entity).

Scope: Supply and delivery of Official Dignitaries’ Photographs and Frames for display at NRWDI head office.

• 4 x A3 Frames (Wooden black frame)
• 4 x A3 Photos (RSA President, RSA Deputy President, Minister and Deputy Minister of Electricity and Energy)
• 4 x A3 Glasses

Note: Only firm delivery dates will be accepted.

Indicate if your company is ISO 9001:2015 certified for Quality Management System. Proof may be required.

Pricing must include unit price and total price for:

• 4 x A3 Frames (Wooden black frame)
• 4 x A3 Photos
• 4 x A3 Glasses

Sub-total, VAT (separate line item), and Grand Total Price must be clearly indicated.

Pricing must be firm and include all amounts excluding VAT. VAT must be listed as a separate line item.

Pricing structure:

• Unit price and total price for each item (4 x A3 Frames, 4 x A3 Photos, 4 x A3 Glasses).
• Sub-total, VAT, and Grand Total Price must be clearly indicated.

Additional notes:

• Orders above R30,000 will be evaluated using the 80/20 preference point system and a functionality scorecard (where applicable).

Mandatory compliance requirements:

• Registration on the Central Supplier Database (CSD) (except for foreign bidders with no local entity).
• Valid B-BBEE certificate or sworn affidavit (if applicable).
• Tax compliance (non-tax compliant bidders will be disqualified at award stage).
• Not listed in the Register of Restricted Suppliers or Tender Defaulters Register (National Treasury).
• Submission of completed SBD forms (SBD 4 and SBD 6.1).
• Proof of ISO 9001:2015 certification (if applicable).

Documentation to submit:

• CIPC registration documents.
• Certified copies of ID for directors/owners.
• CSD report.
• B-BBEE certificate/affidavit.
• Shareholder Certificate (if claiming preference points).

Attach a valid B-BBEE certificate or sworn affidavit (if applicable). Points are awarded based on ownership:

• Black Ownership: Up to 12 points (91%-100% = 12, 75%-90% = 10, 51%-74% = 8, ≤50% = 4, 0% = 0).
• Women Ownership: Up to 8 points (91%-100% = 8, 75%-90% = 6, 51%-74% = 4, ≤50% = 2, 0% = 0).

Proof required: Shareholder Certificate, CIPC documents, certified ID copies, B-BBEE certificate/affidavit, CSD report.

Evaluation is conducted in three phases: Phase 1 (Mandatory Requirements at Closing Stage), Phase 2 (Price and Specific Goals), and Phase 3 (Mandatory Requirements at Award Stage).

Phase 1: Disqualification if quotation is incomplete, late, sent to the wrong email, or lacks required reference letters or ID copies.

Phase 2: 80/20 Preference Point System (80 points for price, 20 points for specific goals). Specific goals include Black Ownership (up to 12 points) and Women Ownership (up to 8 points).

Phase 3: Disqualification if bidder is non-tax compliant or listed in the Register of Restricted Suppliers or Tender Defaulters Register.
