Submit the following with your quotation: Completed SBD forms (SBD 4 and SBD 6.1), valid B-BBEE certificate or affidavit (if applicable), certified ID copies of owners/directors, three reference letters from previous clients, and proof of ISO 9001:2015 certification (if applicable).

NRWDI seeks a service provider to conduct pre-employment verification and security screening services for a 3-year period. Scope includes:

Services Required:

• Qualification verification (local and international).
• Identity verification (ID, citizenship, permanent residence, passport).
• Criminal record checks (convictions, parole, warrants, sex offender registry).
• Credit checks (for selected candidates).
• Employment history verification.
• Reference checks.
• Citizenship verification.
• Professional registration verification (accreditation/affiliation with registered bodies).
• Security clearance facilitation and related vetting services.
• Any additional background screening services as required by NRWDI.

Detailed Tasks:

• Confirm accuracy of applicant name, surname, ID number, and legal right to work in South Africa.
• Verify criminal history, including convictions, parole status, outstanding warrants, or sex offender registry inclusion.
• Verify credit status for current or prospective employees (where applicable).
• Validate qualifications from higher/secondary learning institutions (local and international).
• Confirm professional body registrations, accreditations, or affiliations.

The service provider must have experience in conducting pre-employment background checks, including qualification verification, criminal history checks, credit checks, and professional registration verification. The contract duration is three (3) years.

Indicate whether your company is ISO 9001:2015 certified for Quality Management Systems.

Quotation must include a pricing table with unit prices and totals for a 3-year average. Services to be priced: Qualification verification, identity verification, criminal record checks, credit checks, employment history verification, reference checks, citizenship verification, professional registration verification, security clearance facilitation, and any other background screening services. VAT must be listed separately. Quotation validity: 60 working days from closing date.

• Quotation must be firm and indicate all amounts excluding VAT. VAT must be listed as a separate line item.
• Pricing must follow the provided structure, including unit prices and totals for a 3-year average.
• Services to be priced: Qualification verification, identity verification, criminal record checks, credit checks, employment history verification, reference checks, citizenship verification, professional registration verification, security clearance facilitation, and any other background screening services.
• Quotation validity period: 60 working days from the closing date.
• Indicate whether delivery is included (Yes/No).

• Must be registered on the Central Supplier Database (CSD) unless a foreign bidder with no local entity.
• Submit a valid B-BBEE certificate or sworn affidavit (if applicable).
• Complete and submit SBD forms (SBD 4 and SBD 6.1) with your quotation.
• Provide proof of ISO 9001:2015 certification (if applicable).
• Tax compliance is mandatory at the award stage. Non-compliant bidders will be disqualified.
• Bidders listed in the Register of Restricted Suppliers or Tender Defaulters Register (National Treasury) will be disqualified.
• Submit certified ID copies of owners/directors as per official registration documents (CIPC, CSD, or B-BBEE Certificate).
• Submit three reference letters from previous clients (on letterhead, signed, with contact details) for pre-employment screening services.

At award stage: Must be tax compliant and not listed in the Register of Restricted Suppliers or Tender Defaulters Register.

Evaluation is conducted in three phases: Phase 1 (Mandatory Requirements at Closing Stage), Phase 2 (Price and Specific Goals), and Phase 3 (Mandatory Requirements at Award Stage). Phase 2 uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals (B-BBEE ownership). Proof of claims (e.g., CIPC documents, B-BBEE certificates) is required.
