• Submit 1 original + 3 hard copies + 1 electronic copy (USB) for Qualifying and Functionality Evaluations, clearly marked as original and copies, in a sealed envelope with the tender reference number (OTT/462/202703).
• Submit 1 original + 3 hard copies + 1 electronic copy (USB) for Price and Preferential Points, clearly marked and sealed.
• Bids must be delivered by the closing date and time (08 July 2026 at 11:00 CAT). No late bids, postal, email, or fax submissions will be accepted.
• Sign the register at the Security building when submitting bids.
• Ensure all submissions are duly authorised and each page is initialled in the top right corner.
• Non-compliance with submission requirements may result in disqualification.

Scope of work: Repairs to Infanta (Generators’ Control Panels and Switchgear).

• Replace the complete 11kV HT Switchgear with Battery Tripping Unit (BTU).
• Replace backup generator control panels (x3) with Automatic Transfer Switch.
• Compulsory site meeting for all suppliers: 17 June 2026 at 11:00 CAT at Infanta. GPS coordinates to be provided on the eTender portal.
• Bidders must demonstrate proven capabilities in similar repairs/installations.
• All services must comply with South African legal requirements and standards.

• Bidders must be suitably qualified, reliable, and experienced service providers with proven capabilities in repairs to generators’ control panels and switchgear.
• Scope includes replacing 11kV HT Switchgear with Battery Tripping Unit (BTU) and backup generator control panels (x3) with Automatic Transfer Switch.

• Bidders must ensure their submissions are accurate, complete, and comply with all specifications.
• DENEL disclaims liability for any inaccuracies in the RFT or provided information. Bidders must notify DENEL of any discrepancies, ambiguities, or errors in writing via [email protected].
• Corrections (if any) will be communicated to all bidders via the eTender portal without attribution.

• Use the official Pricing Schedule (Annexure A) provided in the RFT. Do not re-type.
• Price Proposal must be signed by an authorised representative. Non-compliance may invalidate the bid.
• Provide a full breakdown of pricing and fee structure as supporting documentation.
• Quote in ZAR only. Foreign currency quotes will be rejected.
• Firm prices must include all taxes (VAT, PAYE, income tax, UIF, skills development levies). VAT must be clearly indicated.
• Specify the validity period for pricing. If not firm for the full period, detail adjustment basis (e.g., CPI).
• Include all additional costs in the Total Bid Price. Clearly state exclusions.
• Standard payment terms: 30 days after month-end via electronic transfer. Early settlement discounts may be proposed.

• Submit pricing via the official Pricing Schedule (Annexure A), signed by an authorised representative. Non-compliance may invalidate the bid.
• Provide a full breakdown of proposed pricing and fee structure as supporting documentation.
• Quote prices in South African Rand (ZAR). Foreign currency quotes will be rejected.
• Only firm prices (inclusive of VAT, PAYE, income tax, UIF, and skills development levies) are accepted. VAT must be clearly indicated.
• Specify the period for which pricing remains firm. If not firm for the full period, detail the basis for adjustments (e.g., CPI).
• Include all additional costs in the Total Bid Price. Clearly state any exclusions.
• Standard payment terms: 30 days after month-end statements via electronic transfer. Early settlement discounts may be proposed for consideration.
• Arithmetical errors in pricing are the bidder’s responsibility; DENEL will not correct or interpret them.

• Mandatory Documents: Failure to submit any may result in disqualification.
• Central Supplier Database (CSD) Registration Summary Report and supporting documents (Annexure M).
• Tax Clearance Certificate (SBD2) (Annexure C).
• B-BBEE Status Level Certificate (SBD6.1) (Annexure E). Minimum B-BBEE Level 1 or 2 preferred.
• CIDB Registration (certified copy, compulsory).
• CIPC Company Registration Documents (certified copies, listing all members with percentages for close corporations) (Annexure H).

• B-BBEE: Preference given to Level 1 and 2 bidders. Non-compliant bidders may be required to submit a Transformation Plan (ownership, skills development, job creation, supplier development).
• HDI Requirement: 25% HDI points applicable under PPPFA.
• VAT Registration Number and Bidder Registration Number must be provided.

• Contract governed by National Treasury General Conditions of Contract and any special conditions in Part C.
• Successful bidder must conclude a Service Level Agreement (SLA) with DENEL AEROSPACE (OVERBERG TEST RANGE CAMPUS).
• Bids remain open for acceptance for 90 days from closing date (extendable by mutual agreement).
• No interest payable on late payments or during disputes.
• Contract may be terminated if the bidder disregards contractual specifications.
• Bidder’s response may be incorporated into the final contract.
• All services must comply with South African legal requirements.
• Subcontractors must be disclosed, with signed agreements attached to the bid.

Evaluation follows PPPFA Regulations 2022 and includes:

• Qualifying Criteria: Mandatory compliance (Part D, item 6.1). Non-compliant bids are disqualified.
• Functional Criteria: Scored out of 100. Minimum 70 points required to advance to the next stage.
• Price and Preferential Points: Price (80 points max) + HDI/Preferential Points (20 points max, per PPPFA).
• Supporting documents for responses must be submitted as Annexure K.
