Works must comply with Expanded Public Works Programme (EPWP) guidelines, maximising labour-intensive construction and local labour use. Contractor must provide a Health & Safety Plan, Occupational Health & Safety Agreement (C1.4), and maintain a Health & Safety File. Contractor responsible for full insurance cover. No contract price adjustments; rates are final and binding. Contractor must cover all costs (labour, materials, equipment, overheads, taxes).

Submit Detailed Methodology (1M) including works programme and cash flow projection. Preventative methodology with both earns 10 points; with only one earns 8 points; basic methodology earns 6 points. No methodology or cash flow/works programme earns 0 points.

Bid must include Form of Guarantee (C1.3). For tenders exceeding R10 million: submit audited financial statements (3 years), certificate of no overdue municipal commitments, contract history (past 5 years), and statement on foreign sourcing/payments. Performance Bond required from an approved insurer. Payment terms: Fixed rates, no price variations. Contractor must cover all costs (labour, materials, equipment, overheads, taxes).

Mandatory: Valid CSD registration, Valid SARS Tax Clearance Certificate (TCS PIN) or CSD number if TCS unavailable, CIDB registration (3EP-8EP or higher), Signed declaration of no overdue municipal accounts (>30 days), Completed and signed Declarations (MBD1-9), Bargaining Council compliance (where applicable).
