Bidders must declare company/firm details including registration number and type (Partnership, Joint Venture, Consortium, Sole Proprietor, Close Corporation, Public Company, Personal Liability Company, Pty Ltd, Non-Profit Company, or State Owned Company). The declaration certifies that information furnished is true and correct and that preference points claimed comply with the General Conditions. If specific goals are claimed fraudulently or contract conditions are not fulfilled, the organ of state may disqualify the bidder, recover costs, cancel the contract, restrict the bidder from future government business, and forward the matter for criminal prosecution.

Required returnable documents: Signed Bidder’s Declaration of Interest (SBD 4) form. Disqualification risks: Bidder or associated persons listed in the Register for Tender Defaulters or List of Restricted Suppliers. Bids may be rejected if disclosure is incomplete or false.

Bidders are disqualified if: (1) The bidder or any directors/shareholders are listed on the Register for Tender Defaulters, (2) The bidder or any associated persons are on the List of Restricted Suppliers, (3) Any state-employed persons have not been properly disclosed, (4) Collusive bidding is detected, (5) The declaration is found to be incomplete or false. Bidders must be independent and free from conflicts of interest with the procuring institution.

Mandatory compliance: Submission of a completed and truthful Bidder’s Declaration of Interest (SBD 4). Bidders must disclose any state employment, relationships with procuring institution employees, or interests in related enterprises. Non-compliance or false declarations may lead to disqualification or legal action under PFMA SCM Instruction 03 of 2021/22, Competition Act No. 89 of 1998, or Prevention and Combating of Corrupt Activities Act No. 12 of 2004.

Provide a full-day Advanced Defensive Driving course for 50 people in Gauteng, including skidpan practical training. Venue, vehicles, and qualified instructors must be provided. Course modules include: Defensive Driving Theory (hazard recognition, road rules, vehicle inspections, night driving, driver fitness), Vehicle Control Systems (SIPDE, ABS, ESC), Tyre & Load Safety, Economical Driving, Hijack Prevention, and Skidpan Practical Training (collision avoidance, steering, emergency lane changes, braking). Certificates and feedback must be provided. Service provider must be TETA-accredited in Road Transport/Professional Driving, Defensive Driving, Advanced Driver Skills, or Vehicle Control and Safety Training.

Prices must be VAT-inclusive (if VAT-registered) and quoted in ZAR. VAT vendors must include VAT; non-VAT vendors must not charge VAT (disqualification if violated). Only prices in the provided table will be evaluated. No price changes allowed after award. Pricing must cover: Advanced Driving Training (including venue and practicals) for 50 people, and any other costs (specified separately).
