Open to natural or juristic persons (individuals or organizations). Exclusions: Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are ineligible. Mandatory disclosures: State employment of bidder or key personnel; relationships with Technology Innovation Agency employees; interests in related enterprises. Bids must be independent, without consultation or agreement with competitors. Non-compliance with disclosure or independence requirements leads to disqualification.

Scope: Provide project management professional training for 3 people in an online format. Eligibility: Open to any natural or juristic person. Bidders must adhere to principles of transparency, accountability, impartiality, and ethics as per South African legislation.

Mandatory: Complete and submit the SBD4 Declaration of Interest form. Disclose all conflicts of interest (state employment, relationships with procuring institution personnel, or related enterprise interests). Compliance with the Prevention and Combating of Corrupt Activities Act No. 12 of 2004 and Competition Act No. 89 of 1998 is required. False or incomplete declarations may result in bid rejection, administrative penalties, or criminal investigation.

Preferential points (20 total) awarded for: 50% or more ownership by Historically Disadvantaged Individuals (HDI) (5 points), 51% or more ownership by Black Women (5 points), at least one owner with a disability (5 points, confirmed by a physician’s letter), or at least one owner is a youth (5 points, certified ID copy required).

Provide Project Management Professional (PMP)® certification training for 3 people online. Training must include: PMI® Membership, PMP Exam Prep Course (offered by PMI), and preparation for the PMP Exam. Course must be developed and validated by PMP certification holders. Candidates should have 3-5 years of project management experience.

Invoice payment will be made after delivery of goods/services and within 30 days, as per the National Treasury Act. Quotation prices must remain valid for 30 days after the closing date.

Suppliers must be registered on the Central Supplier Database (CSD). Proof of specific goals (if applicable) must be submitted, including: Share Register/CSD Report for 50% HDI ownership or 51% black women ownership, medical professional’s letter confirming disability, or certified ID copy for youth ownership.

Submit the SBD 6.1 Preference Points Claim Form with your quotation. Include all required proof or documentation for specific goals to claim preference points. The organ of state may request substantiation of claims at any time. Failure to submit required documentation will result in no preference points for those goals.

Scoring uses either the 80/20 or 90/10 preference point system, determined by the lowest acceptable tender. Maximum points: 80 or 90 for price, 20 or 10 for specific goals. Specific goals include: 50%+ owned by Historically Disadvantaged Individuals (5 points), 51%+ owned by Black Women (5 points), at least one owner with a disability (5 points), at least one owner is a youth (5 points). Price scoring formula: Ps = (Pmin / Pt)

• 80 or 90. Open to all legal entity types (partnerships, sole proprietors, CCs, public/private companies, NPCs, state-owned entities).

Deliver project management professional training for 3 people in an online format. Scope is limited to the provision of this training service as per the RFQ.

Quotation must include the total price (all applicable taxes included, less unconditional discounts). The rand value of the contract (including taxes) determines the preference point system: 80/20 for ≤ R50,000,000, 90/10 for > R50,000,000. If unclear, the lowest acceptable tender determines the system.

Submit proof of company registration (CIPC) and ownership structure to claim preference points for B-BBEE-related goals (HDI, Black Women, disability, youth). Fraudulent claims may lead to disqualification, contract cancellation, cost recovery, or legal action (including criminal prosecution). The organ of state may require documentary proof at any time.

For Trainees:

• Education: Secondary degree (high school diploma/associate’s) + 5 years/60 months of project management experience, OR four-year degree (bachelor’s) + 3 years/36 months of experience, OR bachelor’s/post-graduate degree from a GAC-accredited program + 2 years/24 months of experience.
• Education Hours: 35 contact hours of formal project management education (waived for active CAPM holders or GAC-accredited degree graduates).
• Experience: Must involve leading/directing projects and be accrued within the last 8 years.

For Service Provider:

• Qualifications: Must demonstrate capability to deliver PMP-aligned training, preferably with PMI Authorized Training Partner (ATP) status or equivalent expertise.
• Experience: Proven track record in delivering online PMP training with high pass rates.
• Compliance: Must ensure training meets PMI’s standards and prepares trainees for the exam’s technical and content requirements.

Scope: Train 3 individuals for PMP® certification.

Content: Must cover the PMP Examination Content Outline, including:

• Domains: People (42%), Process (50%), Business Environment (8%).
• Tasks: e.g., manage conflict, lead a team, plan/manage schedule, budget, scope, quality, risk, procurement, compliance, stakeholder engagement, and project artifacts.
• Enablers: Practical examples of work associated with each task.

Exam Preparation: Training must prepare candidates for the 180-question exam (175 scored, 5 pretest), covering predictive, agile, and hybrid project management approaches.

Exam Details: 230-minute duration with two 10-minute breaks. Exam includes tutorial and survey (optional, not timed).
