Stage 1 – Responsiveness test (completeness, signatures, CIDB grading ≥ 6 ME, required certificates).

Stage 2 – Mandatory administration criteria (completed Form C1.1, valid CIDB grading).

Stage 3 – Functionality (technical ability) – total 100 points:

• Qualifications (30 pts) – SAQA‑accredited qualifications, trade test certificates, OHS/PLB training.
• Experience (30 pts) – years of engineering, maintenance of passenger loading bridges, supervisory experience for site manager/technician and assistant technician.
• References (40 pts) – 2‑3 references with client letters; 3 + references score full 40 pts.

Minimum 60 pts required to proceed to price/preference evaluation.

Stage 4 – Price (80 pts or 90 pts depending on PPPFA 80/20 or 90/10 formula) – lowest acceptable price used as benchmark.

Stage 5 – Preference points (up to 20 pts) – B‑BBEE level, black‑women ownership, disability ownership, SA‑EME/QSE subcontracting, etc.; proof must be submitted.

Bidders scoring below the 60‑point functionality threshold are disqualified.

Scope: Provide maintenance services for passenger loading bridges at O.R. Tambo International Airport for a period of 36 months.

Deliverables include routine inspections, preventive maintenance, fault rectification, parts replacement, and compliance with airport operational standards.
