Key points: - Any bidder (natural or juristic) may submit an offer. - Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be automatically disqualified. - The form requires declarations on: state employment of bidder/directors/shareholders; relationships with procuring institution employees; interests in related enterprises. - False or incomplete disclosures will result in bid disqualification. - Collusive bidding (e.g., price-fixing, market allocation) is prohibited and may lead to penalties, including reporting to the Competition Commission or NPA, and a 10-year public sector restriction. - Joint ventures/consortia are exempt from collusion rules if properly structured.
