Bids must be submitted online via e-Tenders by the stipulated closing date and time (11:00 on 29 June 2026). Late bids will not be accepted. All bids must use the official forms provided (SBD1, SBD3.1, SBD4, SBD6.1) and must not be re-typed. The successful bidder will be required to sign a written contract form (SBD7). The Eastern Cape Department of Health reserves the right to request clarifications, amend the bidding process, or reject all bids and restart the process.

Bidders must submit the following signed and completed forms: SBD1 (Invitation to Bid), SBD3.1 (Pricing Schedule), SBD4 (Declaration of Interest), and SBD6.1 (Preference Points Claim Form). Proof of CSD registration, tax compliance (TCS PIN or certificate), and company authority to sign must also be provided. Foreign suppliers must complete a questionnaire if applicable.

Evaluation follows a 4-stage process: 1) Administrative Compliance: All required documentation (SBD1, SBD6.1, CSD registration proof) must be submitted and signed. 2) Mandatory Requirements: Training must be competency-based with a certificate of competence, CPD-accredited with proof, and bidders must complete SBD3.1 and SBD4. Non-compliance invalidates the bid. 3) Functionality: Minimum 55/80 points required to proceed. Criteria include: Experience in play therapy (15 points), qualified facilitators (20 points), experienced facilitators (15 points), adequate number of facilitators (10 points), competent admin personnel (10 points), and training manual submission (10 points). 4) Price and Specific Goals: 80/20 preference point system applies. Price scores 80 points (lowest bidder gets 80, others calculated via formula: Ps = 80(1 - (Pt - Pmin)/Pmin)). Specific Goals score 20 points (HDI Race: 4, HDI Women: 4, HDI Disability: 4, Youth: 4, Military Veterans: 2, Locally Based Entity: 2). Proof of claims (CIPC certificate, ID copies, medical certificates, address proof, Military Veterans letter) must be submitted with SBD6.1.

Scope: Provision of play therapy training for 40 officials (social workers, registered counsellors, and psychologists). Training must be competency-based, CPD-accredited, and include a certificate of competence. Duration: 10 days. Venue: Department of Health or shared venues. Facilitators must be qualified (social workers, psychologists, or registered counsellors), registered with a relevant professional body, and have at least 2 years of facilitation experience. Training manuals must be submitted for evaluation with the bid. Specific outcomes include: Understanding childhood and adolescence stages, analysing aggression, understanding ethical dilemmas, applying philosophy/relationship/process in therapy, clinical observations, Gestalt approach, differentiating play mediums, sand tray work, biblio play, resistant functions, creative adjustments, and monster/empty chair techniques.

Training must cover the following specific outcomes: Understand childhood and adolescence stages, analyse aggression, understand ethical dilemmas, apply philosophy/relationship/process in therapy, conduct clinical observations and visualisation of relationships, apply Gestalt approach and Rose Bush technique, differentiate mediums and forms of play, apply sand tray work and biblio play, analyse resistant functions, apply creative adjustments, and apply monster and empty chair techniques.

Pricing must be in South African Rand, inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Submit a detailed pricing schedule (SBD3.1) for: Play therapy training (40 learners, 10 days), training materials/manuals, and meals (lunch only: 1 starch, 2 vegetables, 1 meat, 1 soft drink, and bottle of water for 40 learners over 10 days). Total cost must be clearly stated in words and figures. Offer must remain valid for 60 days from the closing date. Payment terms: Delivery within 30 days after receipt of purchase order.

Bidders must comply with tax obligations and submit a Tax Compliance Status (TCS) PIN issued by SARS or a printed TCS certificate. If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), a CSD number must be provided. Consortia/joint ventures/sub-contractors must each submit separate TCS certificates/PINs/CSD numbers. Bidders must not be listed on the Register for Tender Defaulters or Restricted Suppliers. No bids will be considered from persons in the service of the state, or companies/close corporations with directors/members in the service of the state. Bidders must complete and sign SBD1, SBD3.1, SBD4, and SBD6.1. Proof of authority to sign (e.g., company resolution) must be submitted. Foreign suppliers are exempt from tax compliance if they have no RSA liability (no residency, branch, permanent establishment, income source, or tax liability in RSA).
