Penalties: Late delivery incurs a penalty of R500.00 per calendar day, deducted from payments due or payable to the contractor.

Tenderers must propose a detailed implementation plan including: background of the contractor; relevant experience and capacity; project management in terms of personnel; approach and understanding of requirements; implementation plan with timeframes; phasing of tasks, deliverables, and reports. Curriculum Vitae for all proposed professional personnel must include biographic data, educational qualifications, and experience. Consortia/joint ventures are permitted and must identify a lead organization for contract signing.

Tenderers must detail their experience in Data Sheet 1 (Statement of Previous Experience), including employer names, addresses, contact persons, nature of works, and duration. Key personnel CVs must include biographic data, educational qualifications, and relevant experience. Consortia are encouraged to include smaller but capable organizations for developmental benefits.

Pricing must be submitted on the official Pricing Schedule form, including: description (Gas Burners and Installation of Gas Burners), quantity (3 units each), unit cost, total cost (excluding VAT), VAT at 15%, and total cost including VAT. The schedule must be signed by the tenderer with name, capacity, and date. All prices must include VAT regardless of the bidder’s VAT status.

Payment terms:

• Payment within 30 days of receipt of a certificate of payment issued by the Engineer.
• Payment via cheque from the Council’s bankers in Pietermaritzburg (no cash payments).
• For works exceeding R3,000.00 (excluding VAT), quote the Council’s VAT Registration No. (460 010 783 5) on all tax invoices.
• Bidder must have a bank account in the legal name matching the Tax Clearance Certificate.
• Pricing schedule must include unit costs, total costs (excluding and including VAT), and be signed by the tenderer.

Price escalation: Not permitted. Prices must remain firm for the contract period.

Mandatory compliance:

• Registration on the Central Supplier Database (CSD) (mandatory from 01 July 2016). Provide CSD Supplier Number and Unique Registration Reference Number for verification.
• Valid Tax Clearance Certificate or Tax Compliance Status Verification PIN (issued by SARS). If registered on CSD, a hardcopy is not required if the certificate is valid for the tender’s validity period.
• CIDB registration number (if applicable for construction-related works).
• Electrical Contractors Board (ECB) registration (for electrical works).
