• Quantity: 7,500 bricks.
• Delivery Location: City Engineers Department, 150 Mayors Walk, Pietermaritzburg, 3201.
• Delivery Period: Within 14 working days after award date.
• Standards: All goods must comply with relevant South African National Standards (SANS).
• Contract Period: Prices must remain firm for the contract duration (no escalation).
• Penalties: Late delivery incurs R500.00 per calendar day, deducted from payments due or payable to the contractor.
• Insurance: Goods must be insured as per annual contract supply terms.
• Confidentiality: Service provider must ensure confidentiality of all distributed information.

Tenderers must propose a detailed implementation plan for the completion of works and production of deliverables. The plan should include:

• Background of the contractor.
• Experience and capacity relevant to the project.
• Overall project management in terms of personnel.
• Approach and understanding of project requirements.
• Implementation plan to achieve objectives within the required timeframe.
• Phasing of tasks, deliverables, and reports.

Tenderers must provide a Statement of Previous Experience (Data Sheet 3) detailing past works of a similar nature, including:

• Employer’s name and address.
• Name of the supervising professional.
• Value, duration, and nature of works.
• Contact details for verification.

Key personnel CVs must include biographic data, educational qualifications, and relevant experience.

All goods delivered must comply with relevant South African National Standards (SANS) requirements. The service provider is responsible for ensuring the quality and safety of the delivered bricks.

Submit a pricing schedule for the following item:

• Item: Foundation Bricks (NFX).
• Quantity: 7,500 bricks.
• Unit Price: To be specified by the bidder.
• Total Cost: Excluding and including VAT (15%).

All prices must include VAT, regardless of the bidder’s VAT status. The pricing schedule must be completed on the official forms provided (MBD 3.1 / 3.2 / 3.3 as applicable).

Payment Terms:

• Payment within 30 days of receipt of a certificate of payment issued by the Engineer.
• Payment via cheque drawn on the Council’s bankers in Pietermaritzburg.
• No cash payments.
• For works exceeding R3,000.00 (excluding VAT), quote the Council’s VAT Registration No. (460 010 783 5) on all tax invoices.
• Bidder must have a bank account in the legal name matching the Tax Clearance Certificate.
• Discounts for early payment may be considered in adjudication.

Additional Requirements:

• Prices must include all costs (materials, labor, freight, insurance, customs, delivery, etc.).
• No price escalation during the contract period.

Mandatory Compliance:

• Central Supplier Database (CSD) Registration: Required for all bidders. Provide CSD Supplier Number and Unique Registration Reference Number for verification.
• Tax Compliance: Submit a valid Tax Clearance Certificate and Tax Compliance Status Verification PIN issued by SARS. If registered on CSD, a CSD number may suffice if the Tax Clearance Certificate is valid for the tender’s validity period.
• CIPC Registration Certificate: Must be submitted.
• CIDB Registration: Required if applicable to the works. Provide CIDB Registration Number for adjudication.
• Declaration of Interest (MBD 4): Must be completed and submitted.
• Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8): Must be completed and submitted.
• Certificate of Independent Bid Determination (MBD 9): Must be completed and submitted.
• Municipal Fees: Must be fully paid up or payment arrangements concluded with the Municipality.

Disqualification Risks:

Compliance with the Occupational Health and Safety (OHS) Act is required. The service provider must ensure the safekeeping of all property and equipment while working on Council sites. No claims for loss or damage will be entertained by the Council.

Contract Terms:

• Governed by Msunduzi Municipality’s Standard Conditions of Contract and General Conditions of Contract (GCC 2015) for Supply, Delivery, and/or Installation.
• Contract duration: Prices must remain firm for the contract period (no escalation).
• Delivery: Must be completed within 14 working days after the award date.
• Penalties: Late delivery incurs R500.00 per calendar day, deducted from payments due.
• Insurance: Goods must be insured for the contract duration.
• Payment: Within 30 days of receipt of a certificate of payment issued by the Engineer.
• Termination: The Council may terminate the contract for non-performance or breach of terms.
• Confidentiality: Service provider must maintain confidentiality of all information.
• Dispute Resolution: Governed by South African law and the Municipality’s policies.

Evaluation will use the 80/20 Preference Point System as per the Preferential Procurement Regulations 2022.
