Submission method: sealed tenders containing the original handwritten or typed priced tender document and a digital copy on cd/usb flash drive, endorsed with the contract NO. and contract description, must be placed in the tender box at central stores, 2 abattoir road (off kershaw road), pietermaritzburg, 3201 (co-ordinates: -29.6126297, 30.3610014). Closing: 12h00 on friday, 02 october 2026. NO extensions will be granted. Courier deliveries are at the tenderer's risk; the municipality accepts NO liability for late or misdirected deliveries. The tender document must be completed in full (handwritten or typed, NO correction fluid, all corrections counter-signed) and submitted in its entirety. Incomplete, conditional or alternative offers will be rejected. Disqualification risks: - any returnable form omitted or unsigned. - Tender not completed in handwriting or typed, or corrections not counter-signed. - Failure to attend the compulsory briefing. - Additional, conditional, or incomplete offers or irregularities in the tender form or pricing schedule. - Any attempt to communicate with council members or employees on the award between closing and notification.

Csd registration is mandatory; provide csd supplier number and full csd report (NO award without IT). compulsory clarification meeting: one representative per company, must sign attendance register or bid is disqualified. Prices must be vat-inclusive regardless of VAT status; VAT act section 64(1) applies. Submit original, pen-signed tender documents; NO correction fluid, NO fax/telex/telegram submissions. Complete and submit all required forms including mbd 4, mbd 3.1/3.2/3.3, and declaration of bidder's past SCM practices; incomplete submissions are non-responsive. Tax clearance must be in order (SARS); csd-linked tax status may suffice. Bidder's locality: businesses outside umgungundlovu score 0 points; 20 points available for locality.

Csd registration: must be registered on the central supplier database (csd) and provide the csd supplier number; NO award will be made to unregistered suppliers. 3. Vat-inclusive pricing: all prices must include VAT regardless of whether the bidder is a VAT vendor; this is a legal requirement and non-negotiable. 4. Tax compliance: tax clearance must be in order; if registered on csd with a valid tax status, NO hardcopy needed, otherwise submit a valid tax clearance certificate or SARS pin. 5. Specific goals (20 points): at least 51% black-owned or black-managed enterprises qualify for preference points; verification via csd. Women-owned (60%+) also recognized. 6. Submission format: bids must be on official forms (not re-typed), handwritten or typed, with all corrections counter-signed; NO fax, telegram, or telex submissions. 7. Closing time: bids must be deposited in the bid box at the specified street address by the closing date and time; late bids will not be accepted.
