• No correction fluid, no re‑typed forms, and all pages must be signed; otherwise the bid will be disqualified.
• Courier delivery is allowed but the bidder must obtain an acknowledgement from the SCM office.
• Proposals must not exceed 10 pages and must include the building profile, draft lease, floor plans, location map, renovation plan, cost breakdown and yearly rental schedule.
• Bids are valid for 120 days from the closing date.

• Criterion 1 – Compulsory Requirements (gate‑keepers). Failure to meet any mandatory document or sign/initial requirement results in disqualification.
• Criterion 2 – Technical/Functionality (70 points total, minimum 50 points). Scoring:
• Proof of ownership/lease agreement – up to 20 points (15 pts title deed/contract, 5 pts draft lease clauses).
• Building compliance certificate – up to 20 pts (full certificate = 20 pts).
• Size of building and parking – up to 30 pts (200 m² ground floor = 20 pts; 5 parking bays = 10 pts).
• Minimum threshold: 50 pts to proceed to site inspection.
• Criterion 3 – Site Inspection (30 pts, minimum 30 pts). Evaluation of structural condition, OHS risks, accessibility, actual rentable area, parking, utilities, security and location.
• Criterion 4 – Preference Points (total 20 pts):
• Enterprise type (EME/QSE = 5 pts; GE = 3 pts).
• Black ownership (≥100 % = 10 pts; 30‑99 % = 7 pts).
• Women ownership (75‑100 % = 5 pts; 1‑74 % = 3 pts).
• Price evaluation (80 pts) calculated using the formula 1‑(Pt‑Pmin)/Pmin where Pt is the bidder’s price and Pmin the lowest acceptable price (tender value ≤ R50 million).
• Final score = Technical (70) + Site (30) + Preference (20) + Price (80) = 200 pts. Bidders must meet all minimum thresholds to be considered.

Scope: Lease of an existing office building for the Thohoyandou office for 5 years.

Required space: Minimum 200 m² ground‑floor area, including:

• Team Leader office (≈9 m²)
• Consulting room (≈16 m²)
• Reception/entrance foyer, waiting area, filing room, security desk, firearm safe, staff & public toilets (including disabled access), kitchenette, server room, generator backup, water backup, air‑conditioning throughout.

Parking: Minimum 5 onsite staff bays (4 bays acceptable for reduced points).

Compliance: Must meet OHSA standards, be physically accessible, and be an existing building.

Renovation: Bidder responsible for all renovation works, to be completed within 60 days of award (penalty for delay).

Lease terms: Include beneficial occupation clause, penalty clause, exit clause after 3 years, tenant‑installation budget, and building maintenance responsibilities.

Site inspection will be conducted by the evaluation committee.

Pricing must be submitted on SBD 3.3 Pricing Schedule, all taxes inclusive (VAT, PAYE, UIF, SDL).

Provide a ceiling price with yearly rental breakdown, escalation rates, parking, operating and maintenance costs for the 5‑year period.

Bid must indicate whether rates are firm for the full contract term (yes/no) and, if not, the basis for adjustments (e.g., CPI).

No performance bond or guarantee is explicitly required in the document.

Bid validity: 120 days from closing date.

Payment terms to be negotiated in the final lease agreement.

• Central Supplier Database (CSD) number or Tax Compliance Status (TCS) PIN must be provided for each party.
• Proof of tax compliance (SARS TCS certificate or PIN) is mandatory.

• Must not be a state employee or have directors who are state employees; such bidders are disqualified.
