Central to these challenges is the inadequacy of the existing physical security
infrastructure, including outdated and frequently non-functional closed-circuit television
(CCTV) systems within control rooms, which significantly undermine the Department’s
ability to maintain a safe and secure working environment.
In response, the Department is undertaking a process to modernize and digitize its
physical security infrastructure and control room capabilities, with particular emphasis on
enhancing CCTV systems.
Accordingly, the Department invites respondents to submit information on the proposed
security solutions, including pricing estimates for products and services related to court
physical security infrastructure and CCTV systems. Proposed solutions should reflect
advanced, modern, and high-quality technologies, incorporating the latest cutting-edge
innovations/ technology.
Courts continue to experience significant security challenges, including escalating
threats, intimidation, and physical attacks directed at witnesses and judicial officers.
Incidents within South African courts are on the rise and include targeted killings, the
shooting of witnesses, the smuggling of weapons and contraband, as well as an
increasing number of threats against judicial officers. These developments have
intensified calls for urgent security measures to strengthen court security infrastructure to
prevent threats and where it fails, ensure early threat detection and enhance emergency
response.
While security infrastructure such as metal detectors and X-ray machines is present in all
court buildings, much of this equipment has exceeded its intended operational lifespan
and is not supported by adequate preventative or corrective maintenance plans. In
addition, existing CCTV systems are outdated, rely on obsolete technology, and are
frequently non-functional.
The purpose of this Request for Information (RFI) is to obtain relevant insights into court
security capabilities, solutions, and emerging industry trends in order to enable the
Department:
a) Define appropriate security solutions for various court ranging from medium to
high-risk courts.
b) Enhance existing specifications to be utilized in the procurement of court security
infrastructure and CCTV systems through competitive bidding processes.
c) Identify state of the art systems informed by market supply, industry analysis, and
estimated pricing for products and services.
d) Identify prospective service providers with the requisite capacity to supply,
maintain, and repair court security infrastructure and CCTV system

Court physical security infrastructure encompasses a multi-layered approach designed to
safeguard judicial officers, personnel, members of the public, assets within court facilities,

a) Perimeter barrier systems to prevent unauthorized vehicle and pedestrian
access.
b) Secure parking facilities for judicial officers to minimize exposure to risk, as well
as safe and controlled parking for the general public, visitors and witnesses.
c) Access control management systems at entry and exit points, including the use
of biometric scanners for restricted areas.
d) Screening systems and technologies to detect prohibited weapons and identify
