Returnable Documents: Provide the full proposal following the format outlined in the document (executive summary, company profile, technical description, financial information, risk analysis, etc.). Include all supporting documentation (e.g., licences, certifications, past project evidence, fuel supply agreements, environmental impact assessments). Submit the completed proposal to the address specified in the clarification meeting notice (Rand Water Rietvlei Head Office) by the closing date (2026‑02‑26 14:30). Disqualification risks: missing any required section, failing to attach required licences/approvals, or not adhering to the prescribed format.

Technical evaluation will be based on the following qualifiers:

• Low cost of energy (LCOE) in R/kWh
• Compliance with IEC, SANS and ISO standards
• Economic feasibility and viability of the solution
• Time to commercial operation
• Energy generation capacity (kWh/year) and plant yield. Proposals must also meet pre‑qualification requirements (financial capacity, regulatory compliance, etc.).

Scope: Supply reliable, sustainable electricity to Rand Water’s bulk water pumping and tertiary sites (e.g., Zuikerbosch, Vereeniging, Lethabo, Panfontein, Amanzimtoti, Zwartkopjes, Eikenhof, Palmiet, etc.). Required plant capacities range from 22 MW (solar/hydro for smaller sites) to up to 216 MW (gas/coal for major nodes) by 2050. Plants must provide redundancy (N‑2 backup), flexible switching, and meet the following performance metrics:

• Secure, continuous supply
• Minimal environmental impact
• Competitive tariff based on capital, O&M costs
• Ability to operate independently of Eskom/municipal supplies
• Redundancy for maintenance without power interruption. Technical design must comply with NERSA registration, South African Grid Code, Grid Connection Code, Standard for Interconnection of Embedded Generation, and relevant IEC/SANS/ISO standards. Include 4IR technologies, fuel supply agreements, and interconnection to Rand Water’s network.

Provide an indicative overall project cost estimate, financing plan, and credit references. Include a detailed cost‑benefit matrix and NPV analysis (±20%). State anticipated construction timeline and commercial operation date (assuming financial close by November 2023). Submit pricing in R/kWh for each year (2025‑2050) and guarantee minimum monthly energy production. All financial guarantees, escrow accounts or debt‑service coverage ratios required by lenders must be outlined.

Demonstrate:

• Financial soundness to procure materials and operate long‑term
• Expertise in design, construction, commissioning, operation and maintenance of power plants
• Required licences/permits (NERSA registration, environmental impact assessment, grid connection approvals)
• Compliance with National and local regulations (Grid Code, REIPPP guidelines, Immovable Asset Management Act)
• Ability to provide Fuel Supply Agreement (FSA) with secure fuel source (e.g., Sasol, Linde)
• Commitment to meet B‑BEE, CSD, CIDB, CIPC, and professional registration requirements where applicable.
