Returnable documents required (as per Section 5.2 – Stage 1):

• CSD (Central Supplier Database) report
• Completed RFP documentation: SBD 1, SBD 4 and SBD 6.1
• Letter of good standing under the Compensation for Occupational Injuries & Diseases Act (COIDA)
• Signed Joint Venture/Consortium/Partnering agreement (if applicable)
• All documents must be submitted with the bid; missing any will lead to disqualification. If awarded, the above compliance documents must be provided within 7 days of award notification.
• Submission deadline: 27 January 2026, 11:00 am (see Important Dates).

Evaluation is conducted in four stages:

1. Admin Compliance (Stage 1) – check completeness of required documents; non‑compliant bids are disqualified.

2. Technical Evaluation (Stage 2) – assess functional capability; minimum threshold 70 %. Points are allocated as follows:

• Work‑related experience (max 45 pts)
• CVs of proposed team members (max 45 pts)
• Approach, methodology, work plan (max 10 pts)
• Professional registrations (various categories, each 5‑10 pts) – see detailed table in the document.

3. Price and Specific Goals (Stage 3) – evaluated on an 80/20 point system (price 80 %, specific goals 20 %).

4. Bidder Verification (Stage 4) – verification of information supplied in SBD 4.

Bids scoring below the 70 % technical threshold are excluded from price evaluation. The HDA may invite a Best‑and‑Final‑Offer if no bid meets the required points.

Scope of work is outlined in Annexure 1 (refer to the tender document). Key deliverables and functional requirements include:

• Demonstrated experience in township establishment and sustainable human settlement projects (points awarded based on number of completed projects).
• Qualified multidisciplinary team covering town planning, land surveying, environmental science, geology/geotechnical, civil/traffic/electrical engineering, and conveyancing (each with specific qualification and experience thresholds).
• Submission of up‑to‑date (≤ 6 months) certified copies of professional registrations.
• Detailed approach, methodology and work plan with Gantt chart, deliverables, timelines and team structure (10 pts).
• All technical criteria are scored as per the tables in Section 5.3 and 5.4 of the RFP.

Basic compliance documents (mandatory for all bidders):

• CSD report
• Completed SBD 1, SBD 4 and SBD 6.1 forms
• COIDA Letter of Good Standing
• Signed Joint Venture/Consortium/Partnering agreement (if applicable)
