Submit the following returnable documents as part of your proposal: detailed work plan, inception report, summary presentations for Tasks 2, 3, and 5, information platform sandbox, user manual, and final report. All reports must be in English, in Word format (with PDF for the final report), and include an index, acronyms list, bibliography, maps (if applicable), related studies, and contact persons. Presentations must be in PowerPoint. Calculations must be provided in open Excel format. If required, provide an internet-based data-room for document uploads/downloads.

Evaluation is based on: (1) Bidder’s relevant experience in developing digital information platforms (3 references required for work done in the past 5 years). (2) Digital information platform development process flow (must include ideation, planning/analysis, design, development, testing, deployment, maintenance/support). (3) Project implementation plan (must align with development process flow and include deliverables/timelines). (4) Qualifications, skills, and experience of proposed personnel (team must include: Project Manager/Team Leader with 10+ years experience and a business/engineering/finance degree; Web Developer with 5+ years experience and a computer science/website design degree; Web Designer with 5+ years experience; Database Administrator with 5+ years experience; Technical Specialist – Green Hydrogen with 2+ years sector experience and an engineering degree; IT Security Expert with 5+ years experience). Shortlisted bidders must demonstrate a similar past platform, covering timelines, team composition, look/feel, and value adds. Non-compliant experts or bids will be excluded.

Scope: Develop a Green Hydrogen South Africa Information Platform. Key tasks: (1) Work plan and inception meeting: Review documentation, verify scope, draft work plan, and submit final work plan post-inception meeting. (2) Current information and knowledge sphere: Conduct needs assessment, analyze green hydrogen information landscape, identify gaps/challenges, and map stakeholders. Deliverables include reports on markets, regulations, contacts, news, events, GIS maps, tools, and integration with JET-IP funding platform. (3) Strategy and roadmap: Develop communication strategy (target groups, key messages, tools) and implementation roadmap (including maintenance). (4) Platform construction: Build an accessible website/app with intuitive navigation, search function, responsive design, accessibility compliance, and data security (encryption, updates). Must include a Project Developer Assessment page (front-end questionnaire + back-end dashboard) and integrate with JET-IP funding database. Must distinguish public/confidential information access. (5) Operational concept: Define daily operation guidelines (technical requirements, recurring updates/newsletters, analysis tools, user feedback integration). Platform must be maintained with regular updates. Team must be based in South Africa, with a max of 6 key experts (additional home office personnel allowed). Stakeholders include KfW, IDC, South African Presidency, GIZ, dtic, DEE, DMPR, DSTI, DFFE, DHET, SAGEN, PtX Projects, academia, community groups, labour, and the public.

Pricing must be VAT-inclusive (where applicable) and quoted in ZAR. Rates must be firm for the contract period or specify adjustment basis (e.g., CPI). All additional costs must be included in the Total Bid Price. Exchange rates (as of 08 Dec 2025): R16.9804 = 1 USD, R22.6205 = 1 GBP, R19.7831 = 1 EUR. If bid price is linked to exchange rates, specify which portion. Payments are tied to approved deliverables and made within 30 days of invoice. Costing model requires breakdowns for: (A) Development, Implementation, and Testing (tasks 1-5 + testing + disbursements). (B) Project Implementation (activities/deliverables + disbursements). (C) Ad-hoc Support (450 hours over 3 years: 200h Year 1, 150h Year 2, 100h Year 3). Total Bid Price = Table A + B + C (VAT-inclusive). Price declaration must confirm all costs are covered and no additional charges will apply.
