• Proposals are to be sent as email attachments; no hard‑copy submission is required.
• WHAG reserves the right to reject any or all submissions and to cancel the process at any stage.

• Overall scoring is based on an 80/20 split:
• Pricing – 80 points (lowest total cost wins)
• Preferential points – 20 points (B‑BBEE status and ownership criteria)
• Minimum compliance: all mandatory documents must be submitted; otherwise the bid is not evaluated.
• Technical evaluation (part of compliance) considers:
• Relevant experience and capacity
• Technical competence and staff qualifications
• Past performance/references
• Value for money (price vs. service level)
• Preferential points are awarded as follows:
• B‑BBEE verification certificate: 4 points (Level 1), 3 points (Level 2), 2 points (Level 3), 1 point (Level 4 or below), 0 if non‑compliant.
• Ownership by youth, women or persons with disabilities: up to 4 points each, based on percentage ownership (≥50% =4, ≥40% =3, ≥25% =2, ≥10% =1).
• The combined score (price + preferential) determines the ranking of successful panel members.

Scope of services (non‑exclusive panel, 36‑month term, work allocated per quotation):

1. Electrical Maintenance – fault finding, repairs, distribution board maintenance, compliance inspections, emergency response, preventive upgrades.

2. Building Maintenance – carpentry, masonry, glazing, painting, minor renovations, preventive and emergency repairs.

3. Fumigation & Pest Control – inspections, treatments, fumigation of galleries/offices, environmentally compliant methods, reporting.

4. Tree Felling & Grounds – tree pruning/felling, hazardous tree removal, stump disposal, municipal/environmental compliance.

5. Air‑Conditioning – installation, servicing, fault repairs, refrigerant handling, preventive schedules, emergency repairs, reporting.

6. Plumbing – water supply/drainage repairs, taps, valves, toilets, leak detection, blocked drains, geyser maintenance, emergency services, compliance with plumbing standards.

Additional requirements: compliance with Occupational Health and Safety Act, provision of service reports to Facilities Officer, minimum 6‑month warranty on all work, adherence to health & safety regulations.

• Pricing to be submitted as an hourly rate breakdown for all resource levels, including escalation fees for the contract duration.
• Include a call‑out fee (VAT inclusive) and separate rates for normal time, after‑hours, and holidays/weekends.
• All rates must be all‑inclusive (labour, parts, travel, establishment, supervision, etc.).
• Payments will be made in accordance with WHAG financial policies upon receipt of a valid invoice and proof of work completed.
