These include: Form of Offer (C1.1), Certificate of Attendance of Compulsory Briefing Session, Declaration of Interest Form and Politically Exposed Persons, SBD 4 (Bidder’s Disclosure Form), SBD 6.1 (Preference Points Claim Form), Confidentiality and Non-Disclosure Agreement, B-BBEE Certificate and Scorecard (or BBBEE QSE/EME Affidavit), Tax PIN number (SARS compliance required), Certificate of Incorporation (showing ownership split), Central Supplier Database (CSD) Report, and VAT Questionnaire. Additional returnable documents for evaluation include Forms A1 to A12 (e.g., attendance certificates, VAT questionnaire, experience schedules, CVs, professional registration proofs, locality proofs, insurance commitments, subcontracting details). Volume 2 must include Agreements and Contract Data, Pricing Data, Scope of Works, and Site Information. All submitted information must remain valid for the contract duration; updated documents must be provided if any expire. Bidders must ensure all forms are completed, signed, and submitted as specified.

Evaluation is a two-stage process: Stage 1 (Mandatory Requirements) and Stage 2 (Functionality). Stage 1 requires a fully completed and signed Form of Offer (C1.1) and attendance at the Compulsory Briefing Session (with bidding entity details on the attendance register). Stage 2 (Functionality) evaluates bidder and key person experience. Bidders must submit proof of relevant projects (completed within the last 15 years) via Form A7, with contactable client references for each project. Key persons must submit proof of relevant projects via Form A8, also with contactable references. Relevant projects are defined as complex built environment projects (e.g., airport terminals, shopping centres, hospitals) with Practical Completion certification. Excluded projects: maintenance, private dwellings, solar plants, substations, painting, roof repairs. Evaluation criteria: Bidder must prove Construction Health & Safety Agent (CHSA) professional services experience in relevant projects with a minimum value of R50 million each (10 points per compliant project, max 5 projects, 50 points total). Key Person must have active SACPCMP registration as a Professional CHSA and relevant project experience (10 points per compliant project, max 5 projects, 50 points total). Minimum qualifying score: 70/100. Failure to meet the threshold disqualifies the bidder. Professional registration validity and references will be verified.

Scope: Appointment of a Professional Construction Health & Safety (CHS) Agent for the Terminal Expansion Project at ACSA’s George Airport for 60 months. The CHS Agent must provide professional services ensuring compliance with construction health and safety regulations in a live brownfield environment (operational site with existing infrastructure). Key deliverables include managing health and safety risks, ensuring compliance with legal requirements, and providing expertise in complex built environment projects. The operational environment involves interfacing with existing and operational buildings, typical of phased projects like refurbishments, renovations, or upgrades.

Volume 2 of the submission must include Pricing Data (Part C2). Bidders must provide a Letter of Solvency from auditors or accountants and a Bank Letter of Good Standing (preferably with bank rating for the tender sum). Financial documents must remain valid for the contract duration.

Professional registration: Key Personnel must have active SACPCMP registration as Professional Construction Health & Safety Agents (Pr. CHSA). Proof of registration (Form A9) must be submitted.
