• Submit the quotation in a sealed envelope addressed to PRASA, 65 Masabalala Yengwa Avenue, Greyville, 4001 (Durban Station).
• All bids must be received no later than 12:00 hrs on 19 February 2026. Late submissions will be rejected.
• Use the official bid response forms provided; do not re‑type the content.
• Include all mandatory returnable documents (see Section 16). Failure to provide any mandatory document results in automatic disqualification.
• Provide a signed declaration, proof of authority (e.g., company resolution) and the completed submission register.
• Bids must be signed by an authorized signatory; the capacity under which the bid is signed must be indicated.
• No changes to the quotation are allowed after the closing time.
• Disqualification risk: canvassing PRASA staff between closing date and award, missing mandatory documents, or failing tax‑compliance verification.

Stage 1A – Mandatory Requirements (compliance with all required documents, tax compliance, CSD registration). Failure to meet results in automatic disqualification.

Stage 1B – Other Mandatory Requirements (e.g., accreditation certificates, previous experience, joint‑venture agreements). Non‑submission may lead to a request for clarification within 3 working days; failure to comply leads to disqualification.

Stage 2 – Administrative Responsiveness (completeness of the submission, correct forms, signatures, warranties). Incomplete bids are disqualified.

Stage 3 – Price (80 points) – evaluated using the 80/20 formula: Ps = 80 × (1 − (Pt‑Pmin)/Pmin).

Stage 3 – Specific Goals (20 points) – points awarded for B‑BEE level‑10 status and Black‑Youth ownership as detailed in Table 1. Proof must be submitted.

Total possible points = 100. The highest‑scoring bidder is preferred unless objective criteria justify another award.

Scope: Facilitate Health and Safety Representative training for PRASA KZN on an ‘as‑and‑when required’ basis over a 36‑month contract.

Unit Standard: 259622 – training content includes legislation, duties of H&S representatives, committee requirements, risk assessment, data gathering, issue resolution, and participation in safety structures.

Accreditation: Service provider must be accredited by HWSETA/TETA; provide accreditation number and certificate.

Facilitators: Names of presenters must be disclosed; each facilitator must hold a valid certification as a trainer/assessor.

Site‑specific assessment: Training must include a site‑specific component.

Deliverables: Detailed training programme (topics, duration, start/end dates), facilitator CVs, accreditation certificates, and proof of previous similar training projects.

• Prices must be quoted in South African Rand, inclusive of all taxes (VAT 15%).
• Use the prescribed pricing schedule annexure; deviation will render the bid non‑responsive.
• Fixed‑price basis; price offer is firm.
• Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice.
• Validity of quotation: 60 working days from closing date (may be extended).
• No specific bond or guarantee mentioned, but bidders should be prepared to provide security if requested.

• Tax compliance: Provide SARS PIN and/or Tax Compliance Status (TCS) certificate; submit printed TCS certificate if applicable.
• Central Supplier Database (CSD): Provide CSD registration number; bidders not registered on CSD will be disqualified unless they are foreign suppliers without a local entity.
• B‑BEE: Minimum level‑10 B‑BEE contributor status required; submit B‑BEE certificate or affidavit.
