Source: RFQ No. 6657-18-02-2026.pdfPhase 1 – Elimination Criteria: any bidder that submits late, uses the wrong submission address, is listed on the NT restricted‑supplier or tender‑defaulter registers, fails to provide all mandatory returnable documents, or does not meet the technical specification is eliminated and will not be scored further.
Phase 2 – Price and Preference Points: remaining bidders are scored on an 80/20 system (80 points for price, 20 points for preference points as per Annexure E). Preference points are awarded for black‑ownership (up to 20 points) and any other specific goals defined in the tender. The lowest acceptable price (P min) is used to calculate price points.
Disqualification can also occur if the bidder does not meet the specification requirements.
