Stage 1 – Compliance

Stage 2 – Technical/Functional Requirements

• Minimum threshold = 60 % – bidders scoring below this are excluded from price evaluation.
• Scoring based on organisational experience (0–100 points) – points awarded for each similar project completed, supported by client letters/completion certificates.

Stage 3 – Price and Specific Goals (80/20 weighting)

• Price – up to 80 points calculated using the formula PS = 80 × (1 – (Pt – Pmin)/Pmin), where Pt is the bidder’s price and Pmin the lowest acceptable price.
• Specific Goals – up to 20 points for meeting preferential procurement targets (e.g., Black Youth‑owned, Black‑owned, B‑BEE, etc.) with supporting evidence.

Overall total = 100 points. PRASA may apply objective criteria (track record, award distribution, specialised nature) to deviate from the highest‑scoring bidder.

Scope: Supply and delivery of the following items to PRASA:

• Fibre‑optic cable (Aerial, OS2, ITU‑G652D, loose‑tube, various core quantities)
• Electrical cable (ruggedised, various lengths)
• Fibre‑optic connector plugs and patch leads (LC APC to LC, various lengths)
• Three‑way dome joints for splicing 48‑core fibre‑optic cable
• Additional cables and connectors (telephone, speaker, Ethernet, etc.) as listed in the BOQ (items 1‑19).

Deliverables: Complete, new‑type cables and connectors, ready for installation; all items must meet applicable South African standards (e.g., SABS for fibre‑optic and electrical products). Delivery period to be stated by the bidder (earliest possible, within working days from order).

• Prices must be quoted in South African Rand, inclusive of all taxes (VAT).
• Fixed‑price basis; no alternative pricing formats accepted – must use the attached Pricing Schedule.
• Required cost breakdown, escalation formula (if any), and firm price indication.
• Validity of the quotation: 90 working days from the closing date (PRASA may request extensions).
