• All mandatory returnable documents (briefing session attendance form, completed RFQ documentation, signed declarations, joint‑venture agreement if applicable, Letter of Good Standing, valid SARS tax status/TCS certificate or PIN, CSD registration number, SANAS accreditation proof, DOEL approval) must accompany the quotation – failure results in disqualification.
• Bidders must be tax compliant (provide PIN or TCS certificate) and registered on the National Treasury Central Supplier Database (CSD) unless a foreign supplier with no local entity.
• Any attempt to canvass PRASA staff between the closing date and award will lead to disqualification.

• Stage 1 – Compliance: verification of all mandatory returnable documents; any missing or incomplete document leads to immediate disqualification.
• Stage 1A – Returnable Documents: signed briefing attendance form, completed RFQ forms, joint‑venture agreement, Letter of Good Standing, valid tax status/TCS certificate or PIN, CSD number, SANAS accreditation, DOEL approval.
• Stage 2 – Scoring:

– Price: maximum 80 points, calculated using the 80/20 formula Ps = 80 × (1 − (Pt − Pmin)/Pmin).

– Specific Goals (pre‑defined preference points): maximum 20 points, awarded based on evidence submitted for municipal location, council letters, utility bills, etc.

• Total points = 100 (price + specific goals).
• Administrative responsiveness (completeness of submission) is also assessed; incomplete bids are disqualified.
• Preference points may be adjusted according to the Preferential Procurement Regulations.
• PRASA may award to a lower‑scoring bidder if price is not market‑related or for objective criteria (track record, spreading of awards, etc.).

Scope: Provide once‑off hygiene surveys and health‑risk assessments across the KwaZulu‑Natal region as an approved inspection authority.

• Provider must be accredited by SANAS and approved by the Department of Employment and Labour.
• Must operate within a 40 km radius of the PRASA KZN regional office.
• Transport to survey sites must be included in the price.
• Reporting: electronic and hard‑copy reports to be submitted within one month of completing the surveys; PRASA role‑players have one month to review and query; final reports to be presented in person within a further month.
• Contract period: starts within one month of award; measurements to be taken during the peak heat‑stress period (January–March).
• Prices are fixed for the contract duration.
• PRASA may terminate the contract for non‑performance.
• Detailed bill of quantities and work‑hour estimates are provided in the annexure.

• All prices must be quoted in South African Rand, inclusive of applicable taxes, on a fixed‑price basis.
• Use the attached Pricing Schedule Annexure; deviation from the prescribed format may result in a non‑responsive bid.
• Prices are firm; price escalation is not permitted.
• No security bond or guarantee is mentioned.
• Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice.
• Quotation validity: 90 working days from the closing date.

• Tax compliance: provide SARS PIN or TCS certificate; if unavailable, provide CSD number.
• Central Supplier Database (CSD) registration is mandatory for all bidders (except foreign suppliers without a local entity).
• No persons in the service of the state, or entities with directors who are state employees, may participate.
• Disclosure of any PEP/PIP relationships is required.
• Provide proof of SANAS accreditation and DOEL approval as an Approved Inspection Authority.
• Submit all mandatory returnable documents as listed; incomplete submissions lead to disqualification.
