Scope: Procurement of Risk and Compliance Training services. Detailed specifications are provided in Annexure A of the RFQ document. Service providers may be required to provide OEM product certification.

Quotes must be detailed, specifying services and costs. Market-related prices will be negotiated with the preferred service provider. All quoted prices must be firm for the duration of the order. Prices dependent on exchange rates must factor in price escalations. No upfront payment will be provided; payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice. Stats SA reserves the right to negotiate prices with the successful supplier.

Bidders must be registered on the Central Supplier Database (CSD). Required compliance documents: Valid Tax Clearance certificate (e-filing copy), CSD Master registration number (MAAA), tax compliance status PIN, certified ID copies, CIPC registration, and B-BBEE certificate. Specific Goals points require additional proof as outlined in evaluation criteria.

The rand value of the contract is the total estimated value, calculated at the time of bid invitation, and includes all applicable taxes.

Consequences of non-compliance or fraud:

• Disqualification from the tendering process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and claims for damages due to unfavorable arrangements.
• Restriction from obtaining business from any organ of state for up to 10 years (after due process).
• Criminal prosecution if deemed necessary.

• Enterprises with 51%+ black ownership: 10 points (90/10) or 5 points (80/20).
• Enterprises with 51%+ women ownership: 5 points (90/10) or 3 points (80/20).
• Enterprises with 51%+ youth ownership: 3 points (90/10) or 2 points (80/20).
• Enterprises with 51%+ disability ownership: 2 points (90/10) or 1 point (80/20).

Contractual terms require the bidder to:

• Certify that all information provided is true and correct.
• Acknowledge that preference points claimed comply with the tender conditions.
• Furnish documentary proof if requested by the organ of state.

Consequences of fraud or non-compliance:

• Disqualification from the tender process.
• Recovery of costs, losses, or damages by the organ of state.
• Contract cancellation and damages claims.
• Restriction from doing business with any organ of state for up to 10 years (after due process).

If the applicable preference point system (80/20 or 90/10) is unclear, the organ of state must stipulate in the tender documents that either system may apply. The applicable system is then determined using:
