2.1 Magalies Water is a state-owned business enterprise that operates within the South

African legislation parameters of the Water Service Act , Public Finance

Management Act , and Public Audit Act . The primary function of

Magalies Water is to supply treated water in bulk to its municipal, industrial, and mining

customers.

2.2 Magalies Water is a Schedule 3B public entity established in terms of the Public Finance

Management Act (PFMA) and in terms of the Water Services Act (the Act),

which stipulates the mandate of water boards. These are summarized as follows:

a) To provide bulk water services as the primary activity in terms of Section 29 of the Water

Services Act ;

b) And other activities in terms of Section 30 of Water Services Act ;

2.3 Magalies Water is actively involved in project management and implementation of projects

on behalf of Municipalities and the Department of Water and Sanitation (as implementing

agents). Magalies Water often requires the services of capable service providers to play

the role of consulting engineer on behalf of Magalies Water in projects requiring

construction, refurbishment, evaluation, and or capital projects implementation.

3. Scope of work/ terms of reference

The following will be expected from the service provider:

1. Implement and manage all logistics necessary for the procurement, transportation,

delivery, installation, optimization, and after-care maintenance of the instrument.

2. Technical specifications for an inductively coupled plasma-optical emission

spectrometer (ICP-OES)

Spectrometer:

1. The instrument must be a Dual Viewing (Axial and Radial viewing),

simultaneous reading ICP using a solid-state detector for increased efficiency.

2. Plasma viewing - Dual-viewing optics radially or axially.). The selection of axial

or radial viewing must be fully software-controlled with automated adjustment

(optimization) of the plasma alignment in both the vertical and horizontal

directions. The radial View must be full range allowing from at least 10-25 mm

above the flat plates or load coil to reduce or eliminate the Easily Ionized

Element (EIE) effect.

3. The instrument must have an Echelle-based Spectrometer. The entire optical

system must be purged. Standard purge rate and boost purge for

determinations made at wavelengths below 185nm. and the gas flows must

be controlled by the system controller.

4. The spectrometer must cover the full spectral range of 165 - 800 nm. The

resolution of the system must be at least 0.006 nm at 200 nm. The resolution

must be consistent whether the edge or the centre of the grating is used. The

instrument must be able to determine all desired elements, with multiple

wavelengths per element, axially and/or radially. It must also be able to

deselect (but not delete) selected wavelengths from a method prior to

measurement.

5. The entire optical system must be enclosed in a purged optical enclosure. The

optical enclosure must be mounted on the same large optical bench as the

sample-introduction system. The optical bench must be shock-mounted to the

frame of the instrument so that normal floor vibrations do not affect system

performance

6. The optical system shall have real time wavelength stability correction; keep

peaks centered at all times. Automatically adjusting for any thermal or presser

shifts.

7. Should include a computer-controlled, pneumatically operated shutter that

automatically opens and closes for each sample, protecting the first transfer

mirror from long exposures to the intense UV radiation of the plasma,

extending the useful lifetime of the mirror.

8. Must include an air drier assembly.

System detector:

9. The instrument must use a detector that is optimized for performance across

the entire emission spectrum. This detector must be a charge coupled

device.

10. Each detector pixel must have anti-blooming protection to enable the

simultaneous measurement of trace level analytes in the presence of major

matrix constituents.

11. The detector must be cooled by a Peltier device to minimize detector dark

current thereby enhancing instrument performance and detection limits.

12. The instrument must adjust integration times for intense and trace signals.

Rf generator:

13. The RF generator must totally be solid-state at a frequency at 27 or 40 MHz.

The generator must have an optimal power output range of 750- 1600 watts

and be computer controllable in 1-watt increments and not utilize any power

amplifier (PA) tubes. The RF generator must have power transfer efficiency

into the plasma of at least 80% and a power output stability of 0.1% or better.

The compact RF supply must meet all certification and regulatory

requirements.

14. Prefer an incorporate maintenance free Flat PlateTM plasma technology,

which prevents sample and vapors from escaping around the outside.

15. Instrument start-up and shut down must be computer controlled and totally

automated.

If the RF power fluctuates, the system must be able to automatically increase

the stabilization time prior to starting an analysis.

Flow controls:

16. Plasma gas flows must be computer controlled at flows of 0-20 L/min in

1L/min increments.

17. Auxiliary gas flows must be computer controlled at flows of 0-2.0 L/min in 0.1

L/min increments.

18. The nebulizer argon flow must be computer controlled using a mass-flow

controller and be variable from 0 - 2.00 L/min in 0.01 L/min increments.

Icp system:

19. The instrument should be a bench-top model.

20. The instrument must be able to operate in laboratory conditions that range

from 15 - 350C and a relative humidity of 20 - 80% non-condensing.

21. The instrument must monitor gas pressures and flows, interlocks, water flows,

and plasma stability. The interlocks must be continuously monitored and if

any interlock is interrupted, the plasma must shutdown automatically.

22. The system must include a water recirculation.

23. The recirculator must not be mounted to the instrument chassis and have the

ability to be situated at a distance from the instrument.

24. Viewing of the plasma must be computer controlled, also offering flexibility of

variable viewing height in Radial mode of operation.

25. The plasma torch must be mounted axially and be of a demountable design

to allow for replacement of only the worn out component.

26. The instrument should have a compressed air shear gas to cut off the cool

end of the axial plasma to reduce material deposition on the entrance optic,

as well as to reduce self-absorption and physical interferences. Other

interface designs must be able to tolerate >5% total dissolved solids, do not

require replacement, and maintenance.

27. The system must include a computer controlled, pneumatically operated

shutter system that shields the detector between samples from long

exposures to UV radiation.

28. Instrument start-up and shut down must be computer controlled and totally

automated.

29. The instrument must not use any gases when turned off and be ready for

analysis within 10 minutes from a cold start.

30. The instrument peristaltic pump must not exert excessive pressure on the

peristaltic pump tubing when turned off.

31. The instrument must be able to run organic as well as aqueous matrices.

Organic matrices include oil, MIBK, Kerosene, and Hexanes. The bidder

needs to include the system in the quote.

Sample introduction system:

32. The instrument must include a Cyclonic Spray chamber and concentric

nebulizer or a Ryton Scott design spray chamber with cross-flow nebulizer.

33. The system must be able to accommodate commercially available, specialty

nebulizers and spray chambers manufactured by third parties for maximum

analytical flexibility.

34. The torch must be mounted axially to the instrument optical path.

35. The torch must be able to be adjusted for plasma viewing while the plasma is

lit.

36. The operator must be able to change torch injectors without having to remove

the torch assembly from the instrument. The instrument must include a quick-

change torch module so the torch can be removed or changed quickly without

excessive torch alignment. The sample-introduction cassette should allow

adjustment (with the plasma on) for maximum performance in different

matrices. No tools must be required for torch or sample-introduction cassette

removal.

37. The system must include a variable speed, computer controlled peristaltic

pump. The pump must have three channels to allow for on-line addition of

internal standards.

Instrument controller:

38. The instrument controller must be a minimum of an industry standard PC that

49. Software MUST be able to save spectra and a copy of the exact method used

for their acquisition for traceability requirements in accredited laboratories.

50. Exact Methods must be retrievable from results saved even if methods were

deleted or modified under the same name at a later time.

51. The software must be able to display all of the peaks from an analysis

simultaneously.

52. The instrument must be able to read both background and emission data

simultaneously and allow for automatic background correction.

53. All raw data must be saved and the system must allow for post run

reprocessing of data.

54. The software must allow for at least 5 calibration standards and blanks.

55. The software must be able to display calibration curves for all of the elements

analyzed during or any time after the run.

56. Calibration curves must be stored and be able to be recalled or modified for

later use.

57. Calibration equations must include linear, weighted linear, non-linear, linear

and nonlinear bracketing, and forced through blank options.

58. The software must have a library of analytical wavelengths containing all the

major wavelengths for all elements.

59. The instrument must have the ability to do two forms of spectral interference

correction. Traditional Interfering Element Corrections (IEC) must be

available and the system must be able to calculate these values

automatically. The system must also have advanced peak deconvolution

algorithms to help correct for severely structured background.

60. IEC factors must recalculate automatically when background correction point

are changed eliminating the need to re-acquire the IEC data. QC capability

must include at least 20 QC checks, multiple sample calculations including

duplicates and dilution calculations, multiple spike calculations, as well as the

ability to design custom QC protocols.

61. Must include a Continuous graphics mode

62. Must include a detection limit diagnostic that is a one button diagnostic that

causes measurements of blanks and calculations of detection limits number

number of samples and standards that can be accommodated.

68. -The complete site preparation, mounting, and installation has to be carried

out by the supplier. Therefore, Vendor should quote appropriate fume hood

in complete including exhaust fan suitable for the ICP system.

69. Installation and commissioning should be completed within three months from

the date of awarding the tender.

70. Full instrument onsite warranty of three years which also covers the supply of

spare parts and option of further warranty, from the date of installation.

71. The supplier should commit to meet the supply of spare parts for at least ten

years of satisfactory operation and necessary declaration in this regard

should be provided.

72. Instrument training (a minimum of five days) should be provided to the

operation and satisfaction level at the time of installation.

Conditions of appointments

1. The bidder will complete all the sections; if not, the proposal will be automatically disqualified.

2. The bidder will supply the brochures of the quoted system.

3. Successful bidder will be able to maintain and supply parts to the equipment for at least ten

years from the date of purchase. This guarantee must be available as a published document

and included in the bid submission. A single vendor will provide the system and all its

components and will include the availability of service and support through an available

telephone number and email address.

4. The bidder will provide all the cables, plugs, and connections (e.g., gas) required for

installation.

5. Instrument training (a minimum of five days) should be provided to the operation and

satisfaction level at the installation time.

11.1 Contract

The contract to be used for this tender will be the MAGALIES WATER Service Level

Agreement (SLA), which will be a binding contract between MAGALIES WATER and

the successful bidder.

11.2 Payments

The Service Provider shall be paid within thirty (30) Days from the date of receipt of the

11.3 Penalties

All penalties for non-performance will be set out in the Service level agreement.

11.4 Warranty

extended warranty for preventative maintenance, annual service, and repairs

11.5 Installation & commission

The bidder should quote for all other consumables, resources, software, and additional

components required to ensure that the equipment is in optimal working condition.

6.1 All the documentation submitted in response to this RFP must be in English.

6.2 The bidder is responsible for all the costs that it shall incur related to the

preparation and submission of the bid document.

6.3 Bids submitted by bidders which are or are comprised of companies must be signed by

a person or persons duly authorized thereto by a resolution of the applicable Board

of Directors, a copy of which Resolution, duly certified, must be submitted with the

1. The instrument must be a Dual Viewing (Axial and Radial viewing),

simultaneous reading ICP using a solid-state detector for increased efficiency.

2. Plasma viewing - Dual-viewing optics radially or axially.). The selection of axial

or radial viewing must be fully software-controlled with automated adjustment

(optimization) of the plasma alignment in both the vertical and horizontal

directions. The radial View must be full range allowing from at least 10-25 mm

above the flat plates or load coil to reduce or eliminate the Easily Ionized

Element (EIE) effect.

3. The instrument must have an Echelle-based Spectrometer. The entire optical

system must be purged. Standard purge rate and boost purge for

determinations made at wavelengths below 185nm. and the gas flows must

be controlled by the system controller.

4. The spectrometer must cover the full spectral range of 165 - 800 nm. The

resolution of the system must be at least 0.006 nm at 200 nm. The resolution

must be consistent whether the edge or the centre of the grating is used. The

instrument must be able to determine all desired elements, with multiple

wavelengths per element, axially and/or radially. It must also be able to

deselect (but not delete) selected wavelengths from a method prior to

measurement.

5. The entire optical system must be enclosed in a purged optical enclosure. The

optical enclosure must be mounted on the same large optical bench as the

sample-introduction system. The optical bench must be shock-mounted to the

frame of the instrument so that normal floor vibrations do not affect system

performance

6. The optical system shall have real time wavelength stability correction; keep

peaks centered at all times. Automatically adjusting for any thermal or presser
