• Submit the bid to the address specified in the tender document before 11:00 am on 02 February 2026.
• Include a completed Pricing Schedule (Annexure B) with the total bid price (VAT inclusive) matching the amount declared on the Price Declaration Form.
• Provide a signed Letter of Commitment for each mandatory requirement (e.g., validation reagents at supplier cost, stand‑alone benchtop system, 5‑year service/maintenance plan).
• Attach proof of compliance for each technical requirement (brochures, specifications, certificates).
• Submit audited financial statements for the bidder (and any consortium partners).
• All prices must be firm, fixed, and inclusive of all taxes (VAT, PAYE, UIF, SDL) and delivery costs.
• No price adjustments linked to exchange‑rate fluctuations are allowed unless clearly indicated.
• Failure to answer any mandatory question or to substantiate a “Comply” response will result in disqualification.

Scope: Outright purchase of a digital PCR system with reagents, consumables, service and maintenance for five (5) years for the Somatic Cell Genetics Unit.

Mandatory technical requirements (non‑compliance leads to disqualification):

1. Validation reagents and consumables supplied at supplier cost (letter of commitment required).

2. Stand‑alone benchtop system.

3. Sequence‑specific hydrolysis probes (FAM, HEX or TAMRA) with ≥2 optical channels (brochure/specification proof).

4. Supply of all required reagents and consumables (polymerase, reverse transcriptase, kits, plasticware, barcoded reagents, primers, probes, cDNA reagents) – see volume estimates on p.35.

5. Compatibility with both RNA and DNA input material.

6. Delivery, installation, commissioning and post‑installation validation certificate (including calibration kits at supplier cost).

7. 5‑year service/maintenance plan including a 2‑year warranty and replacement parts.

8. Software features: protocol upload/download, result export, sample editing, run monitoring, plate layout editing, self‑test, user‑friendly interface.

9. Precision ~10 %, dead volume ≤5 %, mutation detection limit <0.0001 %.

10. Optimised workflow to minimise hands‑on time.

11. IS conversion kit for BCR::ABL1 IS% validation, compatible with GUSB.

Deliverables: digital PCR instrument, reagents, consumables, installation, validation certificate, 5‑year service and maintenance contract.

• All prices must be quoted in South African Rand (ZAR) and be VAT‑inclusive.
• Prices are to be firm and fixed from the closing date for the contract duration.
• Submit a completed Pricing Schedule (Annexure B) with total bid price and breakdown of costs (delivery, installation, consumables, service, etc.).
• Include audited financial statements for the bidder (and any joint‑venture partners).
• Offer must be valid for 180 days from the closing date.
• No price adjustments linked to exchange‑rate variations are permitted unless explicitly indicated.
• Delivery costs to the prescribed destination must be included in the bid price.
• Provide clear indication of any portion of the price linked to exchange‑rate fluctuations.
