Evaluation occurs in four stages: (1) Administrative Requirements, (2) Mandatory Requirements, (3) Technical Functionality, (4) Price and Specific Goals. Bidders must qualify at each stage to proceed. Minimum functional score to advance: 70 points. Technical Functionality (25 points per criterion): (a) History of supplying ≥4000 kg/month liquid nitrogen (1–5 points based on number of verifiable client references). (b) Ability to supply/install/maintain a safe bulk liquid nitrogen storage vessel (1–5 points, requires SAQCC gas certification and AIA third-party certification). (c) Safe and reliable delivery plan with proof of cryogenic tanker fleet (1–5 points). (d) Project plan, risk management, quality management, and technical backing (1–5 points). Mandatory Requirements: CIDB grading 4ME or higher, attendance of compulsory briefing, three (3) original letters of recommendation for ≥4000 kg/month supply, submission of one original + one PDF copy on USB.

Supply, deliver, install, and commission a bulk liquid nitrogen storage vessel to supply ±4000 kg/month to Denel Dynamics’ DETEK facility (CSIR Pretoria campus) for 60 months on an as-and-when-required basis. Vessel must: (a) Comply with Pressure Equipment Regulations and industry safety standards. (b) Have minimum capacity of 6.4m³ (6400L). (c) Deliver liquid nitrogen at 8–10 Bar pressure. (d) Include all necessary valves, pipes, and electrical connections for cryogenic tanker offloading. Supplier must: (a) Own and maintain the vessel. (b) Provide training on safe tank operation. (c) Ensure foundation supports a fully filled vessel. (d) Install access gates if existing fencing is inadequate. Site location: CSIR Pretoria, GPS 25.45.191° S, 28.16.649°E, Building 43E. Supplier must inspect site, arrange labor/transport, and handle all logistics. Work must comply with Occupational Health and Safety Act, 1993, and other relevant legislation.

Fixed-price tender in ZAR. Submit detailed costing on official company letterhead. Include all costs (removal, installation, rental of equipment) per month and per year for 5 years. No price adjustments allowed post-closure. Use one-envelope tendering system (price in same envelope).

Administrative: (1) SARS Tax PIN, (2) CSD Full Report with verified banking details, (3) Completed and signed SCM compliance documents, (4) Certified B-BBEE certificate or Commissioner of Oaths affidavit. Mandatory: (1) CIDB grading 4ME or higher, (2) Compulsory briefing attendance, (3) Three (3) original letters of recommendation for ≥4000 kg/month liquid nitrogen supply (template provided), (4) Submit one original bid + one PDF copy on USB. Special Conditions: (1) Valid COIDA certificate, (2) Safety File submission within 10 working days of award, (3) Provisional project plan required (non-submission may disqualify), (4) All work/materials must comply with OHSA, National Building Regulations, and SANS. Supplier must provide: company profile, certified ID copies of directors, and supplier declaration (Annexure D).
