Submission Guidelines

WeTransfer is allowed but ensure no expiry date is set (free accounts expire in 7 days). Do NOT use Google Drive or any method requiring SASSETA to request access or create external accounts. Late submissions (even 1 second after 11h00 on 08 June 2026) will be rejected. Double-check submissions before sending. Required returnable documents: SBD 1, SBD 3.3, SBD 4, SBD 6.1, and General Conditions of Contract (Annexure A, initial each page). Use only SASSETA-provided SBD forms. Clarifications must be requested in writing to [email protected] by 12h00 on 29 May 2026. No telephonic queries accepted. Disqualification risks: fraud, corruption, abuse of SCM systems, or failure to perform on previous contracts.
Evaluation Criteria

Phase 1 (Compliance): Submit by deadline, complete all SBD forms (SBD 1, SBD 3.3, SBD 4, SBD 6.1), be registered on National Treasury CSD, and initial all pages of GCC (Annexure A). Phase 2 (Functionality, 100 points total, 80% minimum required to proceed): SMEF experience in facilitation/development of qualifications (40 points): 0 = no CV or <3 assignments, 1 = 3 assignments, 2 = 4+ assignments. Signed reference letters for SMEF (60 points): 0 = none or <2 letters, 1 = 2 letters, 2 = 3+ letters. Letters must be on client letterhead with contact details. Phase 3 (Price and Specific Goals): 80 points for price (relative competitiveness), 20 points for Specific Goals (B-BBEE: 10 for 100% Black ownership, 5 for 30% Black Women ownership, 3 for 30% Black Youth ownership, 2 for 20% Black people with disability). Submit SBD 6.1 to claim points. Final award: Highest total points wins, unless lower-scoring bid is justified. Non-submission of B-BBEE certificate/affidavit, CSD report, or shareholder certificates will result in 0 points for Specific Goals.
Technical Specifications
Source: RFP -SME.pdfScope: Appoint a pool/panel of 4 SME Facilitators/Qualifications Development Facilitators (QDF) from date of appointment until 31 March 2030. Purpose: Develop new, re-align, and review SASSETA legacy qualifications to comply with Occupational Qualifications Sub Framework (OQSF) Policy and Ministerial Determination. Deliverables: Scoping and profiling; module development; occupational curriculum documents; qualification documents (new/re-aligned/reviewed); Qualification Assessment Specification (QAS) Addendum with 1x EISA exemplar; Recognition of Prior Learning (RPL) and accreditation tools; progress reports. Skills/Experience: SMEF must have experience in facilitation/development of registered qualifications/skills programmes/re-alignment/review including QAS Addendum (CV must demonstrate this). Bidding company must submit signed reference letters (on client letterhead) confirming SMEF experience. Reporting: SME Facilitator reports directly to ETQA Manager. Travel: Reimbursed per Department of Transport rates (economy flights, Group A/B hire cars, max R1,400/night for accommodation). All travel must be pre-approved by SASSETA.
Financial Requirements
Source: RFP -SME.pdfPricing: Submit quotation on SBD 3.3 pricing schedule (professional services). Estimated bid value: ≤ R50,000,000 (all taxes included). Pricing escalates 3% year-on-year from 01 April. Costs for services: Development of new occupational qualification (incl. QAS Addendum, RPL, accreditation tools); re-alignment of legacy qualification (incl. QAS Addendum, RPL, accreditation tools, 1x EISA exemplar); review of occupational qualification (incl. QAS Addendum, RPL, accreditation tools, 1x EISA exemplar); development of QAS Addendum for registered qualifications; development of Skills Programme. Payment terms: Travel costs reimbursed on submission of invoices/receipts and Google Maps proof for private car trips. Offer validity: 120 days from closing date.
Compliance Requirements
Source: RFP -SME.pdfMandatory: Registered on National Treasury Central Supplier Database (CSD) by closing date (submit CSD registration report). Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. For consortia/joint ventures/sub-contractors, each party must submit separate TCS/CSD. No bids accepted from state employees or entities with directors/members in state service. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Required documents for Specific Goals: Original/certified B-BBEE certificate or sworn affidavit; certified copies of directors' ID documents; CSD report; shareholder certificates. Non-submission of these documents will result in 0 points for Specific Goals. Fraud/Corruption: Compliance with Prevention and Combating of Corrupt Activities Act. POPI Act: All bid information will be used solely for evaluation and archived per SASSETA records management policies. Confidentiality: Service provider must sign confidentiality agreement; all project data is confidential and owned by SASSETA.
