Items include: Protective gloves (Yellow, Large, flame retardant, heat resistant, dry use only), Ankle gumboots (Black, sizes 3, 5, 7), Reflector pants (Navy, sizes 32, 34, water-resistant PVC, heat-sealed seams), Waterproof pants (Navy, sizes 32, 34, reflective tape, high-visibility fabric), Work jacket overall (Green, sizes 40, 42, acid-resistant), Working pants (Olive, sizes 32, 34, acid-resistant), Goggles (Impact-resistant, anti-fog, ANSI Z87.1 standard), Waterproof jackets (Navy, sizes 40, 42, PVC, storm flap, adjustable hood), White coats (Sizes 38, 42, 44, 35% cotton + 65% Dacron), Safety shoes (Black, sizes 5, 7, steel toe, waterproof, anti-static, slip-resistant, puncture-resistant), Long sleeve reflector jackets (Sizes 38, 42, 44, high-visibility, breathable), Short sleeve reflector jackets (Sizes 38, 42, 44, fluorescent yellow, reflective). All tops and coats must have the NRCS Logo-Legal Metrology on the back, left side, and front.

Goods must conform to standards specified in the bidding documents. Supplier premises are subject to inspection at reasonable hours. Pre-bidding testing costs are for the bidder’s account. If inspections reveal non-compliance, the supplier bears the cost of inspections and must replace or repair defective goods. Purchaser may reject non-compliant supplies, with supplier responsible for removal and substitution. Supplier must permit purchaser to audit performance-related records.

Use SBD 3.1 Pricing Schedule to list all items with unit price and total amount. Items include: Protective gloves (3), Ankle gumboots (3), Reflector pants (3), Waterproof pants (3), Work jacket overall (3), Working pants (3), Goggles (3), Waterproof jacket (3), White coats (4), Safety shoes (3), Long sleeve reflector jackets (4), Short sleeve reflector jackets (4). Include subtotal, VAT @15%, and total including VAT. Specify brand, model, country of origin, compliance with specifications, delivery period, and basis. All delivery costs must be included in the bid price.

Submit pricing using the official SBD 3.1 Pricing Schedule. Include a total cost breakdown. Offer must be valid for 90 days from the closing date. Proof of authority to sign (e.g., company resolution) must be submitted. No bids will be considered from persons in the service of the state or entities with directors/members in the service of the state. Completed and signed SBD forms (SBD1, SBD3.1, SBD4, SBD6.1) must be submitted.

All items must ensure user safety in high-risk environments.

Contract terms include: Payment within 30 days of invoice submission. Prices must not vary from quoted bid prices unless authorized. Contract amendments require written agreement. Supplier may not assign obligations without purchaser’s consent. Subcontracts must be notified in writing. Delays may incur penalties calculated using the current prime interest rate. Purchaser may terminate the contract for default, with supplier liable for excess costs. Force majeure events are recognized. Supplier must indemnify purchaser against third-party claims of patent or trademark infringement. Goods must be insured against loss or damage. Warranty period is 12 months post-delivery or 18 months post-shipment, whichever is earlier. Supplier must repair or replace defective goods at no cost to purchaser.

The 80/20 preference point system applies. Price accounts for 80 points, and B-BBEE status accounts for 20 points (scaled by B-BBEE level). Bidders must submit proof of B-BBEE status to claim points. The organ of state may require substantiation of claims at any time. Failure to submit required documentation results in zero points for specific goals.
