Scope: Power BI Training as detailed in Annexure A. Service providers may be required to provide OEM product certification.

Quotes must be detailed, specifying services and costs. Market-related prices will be negotiated with the preferred provider. All quoted prices must be firm for the order duration; exchange rate-dependent prices must factor in escalations. No upfront payment; payment within 30 days of valid invoice receipt. Stats SA reserves the right to negotiate prices with the successful supplier.

Must be registered on the Central Supplier Database (CSD). Required documents: Valid Tax Clearance Certificate, CSD Master registration number (MAAA), tax compliance status PIN, CIPC registration, B-BBEE certificate, certified ID copies. Failure to submit SBD 4 form may result in disqualification.

Submit the following returnable documents: A completed Bidder’s Disclosure Form (SBD 4) with all required declarations and signatures. Failure to submit a truthful and complete disclosure will result in automatic disqualification.

Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bidders must declare any conflicts of interest, including: Employment by the state for the bidder or any directors/trustees/shareholders/members/partners or controlling persons. Relationships with any person employed by the procuring institution. Interest in any related enterprise bidding for this contract. Collusive bidding or disclosure of bid terms to competitors is prohibited and may result in penalties, including reporting to the Competition Commission or National Prosecuting Authority (NPA).

Price must include all applicable taxes and exclude unconditional discounts. The rand value of the contract is the total estimated value, inclusive of all applicable taxes, calculated at the time of bid invitation.

Bidders must comply with the Preferential Procurement Policy Framework Act, 2000, and its associated regulations (PPR 2022).

Requirements:

• Submit a completed Preference Points Claim Form (SBD 6.1) with the tender.
• Provide proof/documentation to claim points for Specific Goals (e.g., B-BBEE certificates, ownership documents).
• Certify that all information provided is true and correct. Fraudulent claims may result in:
• Disqualification from the tender process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claims.
• Restriction from doing business with any organ of state for up to 10 years.
• Criminal prosecution.

Specific Goals and points for this tender (if applicable):

• 10 points: Enterprises with 51%+ ownership by Black persons.
• 5 points: Enterprises with 51%+ ownership by Women.
• 3 points: Enterprises with 51%+ ownership by Youth.
• 2 points: Enterprises with 51%+ ownership by Persons with Disability.

Bidders must indicate how they claim points for each applicable system (80/20 or 90/10).

Contractual terms include the following obligations and penalties:

• The tenderer must certify that all information provided in the Preference Points Claim Form is true and correct.
• The organ of state may require documentary proof to substantiate claims for preference points, either before or after adjudication.
• If claims are found to be fraudulent or conditions of contract are unfulfilled, the organ of state may:
• Disqualify the tenderer from the process.
• Recover costs, losses, or damages incurred.
• Cancel the contract and claim damages for less favourable arrangements.
• Restrict the tenderer, its shareholders, or directors from obtaining business from any organ of state for up to 10 years (after applying the audi alteram partem rule).
• Forward the matter for criminal prosecution.

The tenderer must also declare:

• Company/firm name and registration number.
• Type of company (e.g., Partnership, Sole Proprietorship, (Pty) Ltd, etc.).
• Authorised signatory details (name, surname, signature, date, and address).

If the applicable preference point system (80/20 or 90/10) is unclear, the organ of state will stipulate in the tender documents that:

• For income-generating contracts: the highest acceptable tender determines the system.
• For other tenders: the lowest acceptable tender determines the system.

The organ of state must indicate points allocated for Specific Goals for both systems in such cases.
