The tender is open to any natural or juristic person. Scope: Provide Monitoring and Evaluation Training as detailed in Annexure A. Service providers may be required to provide OEM product certification. Quoted prices must be valid (firm) for the duration of the order, with price escalations factored in if dependent on exchange rates.

Quotes must be detailed, specifying services and costs. Market-related prices will be negotiated with the preferred service provider. No upfront payment will be provided; payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice. Stats SA reserves the right to negotiate prices with the successful supplier.

Bidders must be registered on the Central Supplier Database (CSD). Required documents: E-filing copy of valid Tax Clearance certificate, certified copy of ID document (not older than 6 months), original/certified copy of company registration (CIPC), original/certified copy of B-BBEE certificate. Proof of HDI equity ownership (e.g., CSD reports, certified IDs) is required to claim Specific Goals points.

Price must include all applicable taxes and exclude unconditional discounts. The rand value of the contract is the total estimated value, including all applicable taxes, calculated at the time of bid invitation.

Bidders must comply with the Preferential Procurement Policy Framework Act, 2000, and its associated regulations (2022).

Requirements:

• Submit the SBD 6.1 Preference Points Claim Form as part of the tender.
• Provide proof/documentation to claim points for specific goals (e.g., B-BBEE ownership certificates).
• Certify that all information furnished is true and correct.
• Acknowledge that fraudulent claims may result in:
• Disqualification from the tendering process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claims.
• Restriction from obtaining business from any organ of state for up to 10 years.
• Criminal prosecution.

The organ of state reserves the right to verify claims before or after adjudication.

Specific goals and their allocated points for this tender are as follows (bidders must indicate how they claim points for each system):

• 10 points (80/20) or 10 points (90/10): Enterprises with 51%+ ownership by black persons.
• 5 points (80/20) or 5 points (90/10): Enterprises with 51%+ ownership by women.
• 3 points (80/20) or 3 points (90/10): Enterprises with 51%+ ownership by youth.
• 2 points (80/20) or 2 points (90/10): Enterprises with 51%+ ownership by persons with disabilities.

Contractual terms include the following obligations for the successful bidder:

• The bidder must certify that all information provided in the tender is true and correct.
• The bidder must acknowledge that preference points claimed are in accordance with the general conditions of the tender.
• The bidder may be required to furnish documentary proof to substantiate claims for preference points if awarded the contract.
• Fraudulent claims or non-fulfillment of contract conditions may result in:
• Disqualification from the tendering process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claims.
• Restriction from obtaining business from any organ of state for up to 10 years (after applying the audi alteram partem rule).
• Criminal prosecution.

If the applicable preference point system (80/20 or 90/10) is unclear, the organ of state must stipulate in the tender documents that either system may apply. For income-generating contracts, the highest acceptable tender will determine the system. For other contracts, the lowest acceptable tender will determine the system.
