Submit quotations via email to [email protected] by the closing date and time. Late submissions will not be accepted. Required returnable documents: Quotation on company letterhead (with VAT number if registered), SBD 4 (Declaration of Interest) form signed, CSD Master registration number (MAAA), tax compliance status PIN, validity period, and delivery period. Stats SA may request additional information post-submission; failure to respond within the given timeframe may result in disqualification.

Scope: Provide Artificial Intelligence Training as detailed in Annexure A. Service providers may be required to provide OEM product certification. Quotations must specify services and costs in detail. Market-related prices will be negotiated with the preferred service provider.

Pricing must be detailed and specify services and costs. Prices dependent on exchange rates must factor in price escalations. No upfront payment will be provided; payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice. Stats SA reserves the right to award partially to specifications required.

Bidders must be registered on the Central Supplier Database (CSD). Required documents: Completed SBD 4 form, e-filing copy of valid Tax Clearance certificate, certified copy of ID document (not older than 6 months), original/certified copy of company registration (CIPC), and original/certified copy of B-BBEE certificate. Quotations must include CSD Master registration number (MAAA) and tax compliance status PIN.

Submit the following returnable documents: A completed Bidder’s Disclosure Form (SBD 4) with all required declarations and signatures. Failure to submit a true and complete disclosure will result in automatic disqualification.

Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bidders must declare any state employment, relationships with procuring institution employees, or interests in related enterprises. Collusive bidding or disclosure of bid terms to competitors is prohibited and may result in penalties, including restriction from public sector business for up to 10 years.

Pricing must include:

• Total amount tendered for goods/services, including all applicable taxes.
• Less all unconditional discounts.
• Rand value: Total estimated contract value (including taxes) at the time of bid invitation.

Compliance requirements include:

• Submission of the SBD 6.1 Preference Points Claim Form as part of the tender.
• Proof of company registration (CIPC) and type (e.g., Partnership, (Pty) Ltd, Close Corporation, etc.).
• Certification that all information furnished is true and correct.
• Acknowledgment that fraudulent claims may result in:
• Disqualification from the tender process.
• Recovery of costs, losses, or damages by the organ of state.
• Contract cancellation and damages claims.
• Restriction from obtaining business from any organ of state for up to 10 years.
• Criminal prosecution.

B-BBEE and Specific Goals:

• Points for B-BBEE or other specific goals (e.g., black/women/youth/disability ownership) must be claimed and supported by documentary proof.
• Preference points are governed by the Preferential Procurement Policy Framework Act, 2000, and PPR 2022.

Specific goals and points must be clearly indicated in the tender document. Bidders must specify how they claim points for each applicable system (80/20 or 90/10).

Contractual terms include:

• The tenderer must certify that all information provided is true and correct.
• The tenderer acknowledges that the organ of state may require documentary proof to substantiate claims for preference points, either before or after adjudication.
• Fraudulent claims or non-fulfillment of contract conditions may result in:
• Disqualification from the tender process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claims.
• Restriction from obtaining business from any organ of state for up to 10 years (after due process).
• Criminal prosecution.

If the tender value is unclear, the organ of state must stipulate that either the 80/20 or 90/10 system applies, with the system determined by the lowest/highest acceptable tender after submission.
