Professional services firm registered in South Africa with capacity for civil/environmental engineering design and construction supervision. Must demonstrate: professional indemnity insurance (R5M), public liability insurance (R10M), COID Act compliance, valid BEE certificate, competent key personnel with relevant experience, ability to obtain airside/landside permits at operational airport, and compliance with NEC3 PSC terms including ethics, confidentiality, IP provisions, and ACSA's special operational airport requirements.

Scope: Full engineering consultancy for septic tank eradication at King Phalo Airport over two years.

Key deliverables:

• Site assessment and survey of two existing septic tanks, including geotechnical, environmental, and structural assessments.
• Detailed engineering design for eradication and replacement, including technical specifications, drawings, and bills of quantities.
• Decommissioning: safe emptying, cleaning, removal, and environmentally compliant disposal of sludge and waste.
• Construction/installation of new wastewater infrastructure.
• Documentation, as-built drawings, and final project reporting.
• Quality control, testing, commissioning, and handover.
• Compliance with SANS10400, SANS2001, ACSA standards, and all applicable laws and regulations.
• Project management under an ISO 9001 quality system.
• Regular meetings and reporting required.

Methodology:

• The project follows defined stages: Scoping/Brief, Preliminary Design, Detail Design & Bid, Working Drawing, and Construction.
• Management under an ISO 9001 quality system is required.
• A detailed programme must be submitted within 14 days of appointment and updated regularly.
• Monthly progress and cost reports are required from detailed design stage onwards.
• Regular consultation and feedback with the ACSA representative are essential.
• The Consultant must comply with all applicable laws, codes, and standards (national and international).

Experience and Qualifications:

• The Consultant must nominate key persons (senior partner/director and senior personnel) with overall responsibility for the project.
• An organogram showing key persons and lines of authority/communication must be submitted.
• Specific qualifications and experience for key personnel are to be detailed in the proposal.
• The Consultant must have experience in similar professional services for civil engineering projects.
• Familiarity with airport operational constraints and permit vetting procedures for airside/landside access is necessary.

Quality Management:

• All projects must be managed under a strict ISO 9001 quality system.
• Consultants must be accredited with ISO 9001 compliance.
• A quality policy statement and quality plan must be provided within two weeks of contract date.
• Constant site monitoring and review of work procedures and materials for compliance is required.
• Defects date is 52 weeks after completion of services.
• Inspections, tests, and addressing non-conformance are mandatory before final handover.

Pricing Schedule:

• The pricing structure is based on a Priced Contract with Activity Schedule.
• Estimated construction value: R 3,800,000.00 (excl. VAT).
• Professional fees are broken down by percentage across six project stages.
• A detailed Price Schedule with offered fees for each stage must be completed.
• Disbursements are limited to approved project-related costs; no mark-up is allowed.

Pricing is based on a Priced Contract with Activity Schedule.

• Estimated construction value: R 3,800,000.00 (excl. VAT).
• Professional fees are broken down by project stage percentages.
• Payment terms: Employer makes payment within four weeks of receiving a valid tax invoice.
• Disbursements: Only project-related costs as listed and approved by ACSA are reimbursable. No mark-up allowed.
• Expenses for travel, accommodation, telephone, cellular, computer, telefax, and email are deemed inclusive in professional fees.

Insurance Requirements:

• Professional Indemnity Insurance: R 5 million cover, to be maintained for 24 months.
• Public Liability Insurance: R 10 million cover, to be maintained for 24 months.
• Compensation for Occupational Injuries and Diseases Act (COID) compliance required.

B-BBEE: The Consultant must annually present a compliant BEE Certificate. Failure is a material breach.

Health and Safety: Full compliance with the Occupational Health and Safety Act and Construction Regulations is mandatory. A signed Occupational Health and Safety Agreement is required before work commences.

Ethics and Confidentiality: Compliance with anti-bribery, corruption laws, and confidentiality clauses is required.

Health and Safety:

• Work on an operational airport (Airside and Landside) requires adherence to ACSA's special operational requirements.

• Safe work procedures, training, personal protective equipment, and incident reporting are required.
• Permit-to-work systems must be followed. Alcohol and intoxicating substances are prohibited on site.

Environmental Requirements:

• Conduct environmental assessments as part of site surveys.
• Ensure all sludge and waste is disposed of in accordance with environmental regulations.
• Prevent environmental contamination during decommissioning and construction.
• Manage waste responsibly.
• Comply with local environmental and health regulations.
• Adhere to ACSA's Environmental Management System and related terms and conditions.

Contract Terms:

• Governing contract: NEC3 Professional Services Contract (PSC), April 2013, with specific options.
• Dispute Resolution: Adjudication (Option W1) with a defined panel, followed by arbitration in Johannesburg if needed.
• Delay Damages: 2% per week, max 10% of contract value.
• Termination: Employer may terminate for reasons not stated in the contract.
• Liability: Limits on indirect/consequential loss; direct liability capped at 100% of contract value.
• Insurance: Consultant must maintain Professional Indemnity (R5m) and Public Liability (R10m) insurance for 24 months.
• Additional Clauses: Cover ethics, confidentiality, intellectual property, step-in rights, and assignment restrictions.
