• Required returnable documents include: Completed SBD1, SBD4, Confidentiality and Non-Disclosure Agreement, Certificate of Acquaintance with Bid Requirements, Latest CSD Report/MAAA number, BOQ/Pricing Schedule Annexure F1, CIDB Grade 1GB & 1 EB proof, and Compensation for Occupational Injuries and Diseases (COIDA) certificate.
• Failure to submit gatekeeping criteria (BOQ and CIDB) will disqualify the bid.
• Failure to submit bid condition documents (COIDA, CSD registration, SBD forms, tax compliance) may lead to a request for resubmission during evaluation; failure to resubmit results in disqualification.

Scope: Supply and install electrical equipment at Kimberley Mail Centre, Market Square, Cnr Stead and Knight St, Kimberley, 8300.

• Replace: 66 fluorescent light fittings, 100 fluorescent tubes, 3 pull light switches, 1 wall light switch, 5 light bulbs, 5 light bulb fittings.
• Replace starters at existing fluorescent fittings.

Legislative and Standards Compliance:

• Comply with Occupational Health and Safety Act, 1993.
• Adhere to Local Municipal By-Laws and regulations, and Local Supply Authority regulations.
• Electrical installation must meet SABS 0142 standards and ECB code of conduct.
• Plumbing installation (if applicable) must meet SANS 10252 & 10254 standards and PIRB.
• Provide all regulatory compliance per National Building Regulation (e.g., Occupational Safety File).
• Supplier must be registered and in good standing with Compensation for Occupational Injuries and Diseases Act (COIDA).
• Supplier must have CIDB registration for category 1 GB and 1 EB (active status) and provide CRS number.

• SAPO reserves right to reject proposals for non-compliance, late submission, incorrect/misleading information, or failure to meet specifications.
• May reject bids without evaluation if non-compliance is minor, or seek clarification.
• Can cancel RFQ, not award, negotiate with preferred bidders, accept part of bid, split award, conduct site inspections, request financial statements, or correct mistakes.
• Can award to next highest scorer if preferred bidder fails to sign/commence contract.
• No canvassing of SAPO staff allowed; all enquiries must be in writing to specified contacts.

• Complete BOQ/Pricing Schedule Annexure F1 fully and correctly.
• Quotes must include all costs (labour, equipment, materials, consumables, insurance) and VAT.
• Use 15% VAT for calculations.
• Bids must be in South African Rands (ZAR).
• Incomplete pricing renders bid non-responsive; no corrections after closing.
• Similar products acceptable if they meet specifications where brands are mentioned.

• Pricing must be in South African Rands (ZAR); bids in other currencies are non-responsive.
• Quote must include all labour, equipment, materials, consumables, insurance, and VAT.
• Use 15% VAT for calculations.
• Complete all items in the pricing schedule (Bill of Quantities) fully and correctly; incomplete pricing deems bid non-responsive.
• No corrections allowed after bid closing.
• Where a specific brand is mentioned, a similar product meeting specifications is acceptable.
• Payment terms: Contract price inclusive of VAT, payable 30 days upon statement date.
• SAPO does not conduct upfront payments.

• Tax Compliance: Bidders must be tax compliant. Provide CSD MAAA number on SBD1 for verification. Seven working days for tax compliance verification apply. Alternatively, submit a Tax Compliance Status (TCS) PIN or printed TCS certificate.
• Central Supplier Database (CSD): Registration is mandatory. Register at www.csd.gov.za.
• B-BBEE: Submit valid B-BBEE certificate (SANAS accredited, sworn affidavit for EMEs/QSEs, or DTI certificate) to score specific goal points. For joint ventures/consortia, submit consolidated B-BBEE certificate.
• CIDB Registration: Must have valid CIDB minimum grade 1GB & 1 EB certificate or active CRS number.
• COIDA: Submit proof of registration for Compensation for Occupational Injuries and Diseases, valid at closing.

• Return/destroy confidential information upon request within 48 hours.
• Breach may lead to legal action and cost recovery.
• Agreement endures beyond termination of discussions or relationship.

• Evaluation follows four phases: Compulsory Site Visit, Gatekeeping Criteria, Bid Conditions, Commercial (80/20 price/specific goals).
• Gatekeeping: Submit BOQ/Pricing Schedule Annexure F1 and CIDB certificate (grade 1GB & 1 EB) – failure disqualifies.
• Bid Conditions: Submit COIDA certificate, CSD registration, SBD1, SBD4, tax compliance proof – missing documents may lead to resubmission request; failure to comply results in disqualification.
