• Ensure your bid includes all required returnable documents: Completed SBD1 and SBD4 forms, Completed Confidentiality and Non-Disclosure Agreement, Completed Certificate of Acquaintance with bid requirements, and your latest CSD Report / MAAA number.
• You must submit a completed Pricing Schedule (Annexure F1) and proof of CIDB registration (minimum grade 1GB or valid CRS number). Failure to submit these gatekeeping documents will disqualify your bid.
• If any bid condition documents (e.g., COIDA certificate) are missing at closing, you may be asked to resubmit them during the evaluation period. Failure to do so will result in disqualification.
• Proposals must be compiled with one original in an arch lever file, with loose-leaf (unbound) documents inside.
• All documents and correspondence must be in English. Pricing must be in South African Rands (ZAR).
• Amendments to documents must be initialled by the bidder.
• Hand-delivered proposals must be sealed and clearly labelled with bidder name, description, RFQ number, closing date/time, and attention name. The bidder's name and address must be written on the reverse of the envelope.

SECTION 1 Section to be completed by bidder

Mandatory: 1) CIDB registration, Grade 1GB minimum. 2) Registration with the Compensation for Occupational Injuries and Diseases Act (COIDA). 3) Registration on the National Treasury Central Supplier Database (CSD). 4) Tax compliance (verified via CSD PIN/TCS certificate). 5) Not listed on the National Treasury restricted suppliers list. 6) Attendance at the compulsory site visit. Failure to meet any gatekeeping or bid condition criteria leads to disqualification.

• Scope: Supply and install a 1.8m high palisade fence at Leslie Post Office, 13 Norda Street, N17 Main Road, Leslie, Mpumalanga, 2265.
• Work must comply with all applicable South African building codes, including:

• The Occupational Health and Safety Act, 1993.
• Local Municipal Bye-Laws and regulations.

• The supplier must be CIDB registered for category 1GB (active status) and provide a CRS number.
• The supplier must be registered and in good standing with the Compensation for Occupational Injuries and Diseases Act (COIDA) of 1993.

• SAPO reserves the right to reject any proposal that is incomplete, submitted late, non-compliant with specifications, or contains incorrect or misleading information.
• SAPO may conduct site inspections or product evaluations to verify the nature and quality of services before or after adjudication.
• SAPO may request audited financial statements for due diligence.

• You must complete the Pricing Schedule/BOQ (Annexure F1) fully and correctly.
• Quotes must include all costs (labour, equipment, materials, consumables, insurance) and VAT.
• Pricing must be in South African Rands (ZAR). Incomplete pricing will render your bid non-responsive.
• Where a specific brand is mentioned, a similar product meeting the specifications is acceptable.

• Pricing must be submitted using the provided Pricing Schedule/BOQ (Annexure F1).
• Quotes must include all costs: labour, equipment, materials, consumables, and insurance.
• All prices must include VAT at 15% and be stated in South African Rands (ZAR).
• You must quote for all items in the pricing schedule. Incomplete pricing will render your bid non-responsive.
• Prices cannot be corrected after the bid closing.
• The contract price will be inclusive of VAT. Payment terms are 30 days from statement date.
• SAPO does not conduct upfront payments.

• Tax Compliance: You must be tax compliant. Provide your CSD MAAA number on the SBD1 form for verification. Alternatively, submit a Tax Compliance Status (TCS) PIN or printed TCS certificate. For consortia/JVs, each party must submit separate proof.
• Central Supplier Database (CSD): Registration on the National Treasury CSD is mandatory. Provide your CSD number.
• B-BBEE: Submit a valid B-BBEE certificate (SANAS-accredited), a Signed Sworn Affidavit (for EMEs/QSEs), or a DTI BBBEE Certificate (for EMEs/QSEs) to claim Specific Goal points. An expired certificate is not accepted.
• CIDB Registration: You must be registered with the Construction Industry Development Board (CIDB) with a minimum grade of 1GB (active status). Submit a valid certificate or CRS number.
• COIDA: Submit proof of registration with the Compensation for Occupational Injuries and Diseases Act, valid on the bid closing date.
• SBD Forms: Complete and submit SBD1 (Invitation to Bid) and SBD4 (Bidder’s Disclosure).
• Restricted Suppliers: Bidders on the National Treasury list of restricted suppliers will be disqualified.
• State Employees: Bids from persons in the service of the state, or companies with directors/members who are state employees, will not be considered.

• Specific Goals aim to appoint service providers that are at least 51% Black owned, 51% Youth owned, 51% Women owned, and at least 1% owned by disabled persons.
• Submit a valid SANAS-accredited BEE Certificate, Signed Sworn Affidavit (for EMEs/QSEs), or DTI BBBEE Certificate (for EMEs/QSEs) to claim points.
• For joint ventures/consortia, a consolidated B-BBEE certificate must be submitted.

• All work must comply with the Occupational Health and Safety Act, 1993.
• You must submit proof of valid COIDA registration (Compensation for Occupational Injuries and Diseases Act).

• RFQ Validity: Your bid must remain valid for 120 days from the closing date.
• Confidentiality: You must sign a Confidentiality and Non-Disclosure Agreement. All information disclosed by SAPO during the briefing and negotiation process is confidential and must not be disclosed to third parties without prior written consent.
• Contract: The successful bidder will be required to sign a written contract (SBD7).
• SAPO reserves the right to cancel the RFQ, not award, split the award between bidders, or negotiate with preferred bidders.
• You bear all costs associated with preparing and submitting your bid.
• Samples (if applicable) are provided at your own cost; SAPO will not pay for them.

• Foreign Suppliers: If you are a foreign-based supplier, you must answer a questionnaire regarding residency, branch, permanent establishment, income source, and tax liability in South Africa.
• Independent Bidding: You must declare that your bid was arrived at independently, without consultation or arrangement with competitors or SAPO officials.
• Joint Ventures/Consortia: Submit concrete proof (e.g., signed agreement) of the arrangement, clearly defining roles and the lead partner with power of attorney.

• The bid evaluation follows a four-phase process: Compulsory Site Visit, Gatekeeping Criteria, Bid Conditions, and Commercial Evaluation (80/20 price to specific goals).
• Specific Goals are scored out of 20 points based on B-BBEE ownership levels.
