SACAA drone pilot training and certification for 4 candidates (2026)

• Training required for 4 candidates in drone operations, divided into three items:

1. SACAA Class 3 Aviation Medical: Includes SACAA-designated Aviation Medical Examination, Chest X-Ray, and Medical Examination.

2. SACAA Remote Pilot Certificate (Multirotor rating): Includes 1 week of in-person theory, ground school material, SACAA exams, Restricted Radio Telephony (theory & practical), and 1-on-1 flight instruction.

3. BVLOS Training: Includes 1 week of theory (Air Law, Meteorology, SMS, Crew Resource Management, etc.), lunch/refreshments, practical simulator training, and BVLOS rating application processing.

• Ground School Theory Material.
• SACAA Examinations.
• Restricted Radio Telephony for Aeronautical use (Theory & Practical).
• Restricted Radio Telephony Theory & Practical Examination.
• 1-on-1 Flight Instruction and support.

3. BVLOS (Beyond Visual Line of Sight) Training:

• 1 week of theory classes: Air Law, Meteorology, SMS intro, Crew Resource Management, Wireless Links, Human Factors, Operating Procedures.
• Lunch and refreshments during the theory week.
• Practical BVLOS on Simulator.
• Processing of the BVLOS rating application.

• Pricing must be firm until delivery of goods/services unless subject to exchange rate adjustments.
• Quotations must include VAT per item (where applicable).
• No price adjustments will be accepted after submission, except for exchange rate fluctuations.
• Bidders must remain tax-compliant (Income Tax Act, VAT Act) for the entire contract term.
• VAT registration is compulsory for bidders with taxable supplies exceeding R1 million in any 12-month period. Voluntary registration is allowed if the R50,000 threshold is exceeded.

• Mandatory documents:
• Central Supplier Database (CSD) Registration Report or MAAA number.
• SARS Tax Status Pin or CSD number/report.
• Completed and signed SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form).
• For B-BBEE points: SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit (for ownership claims).
• For disability claims: Medical certificate signed by a practitioner with a practice number.
• CIPC Ownership Certificate (if applicable).
• Food Premises Certificate issued by the Municipality (if applicable, as per mandatory requirements).
• Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Fraudulent claims or non-compliance may result in disqualification, contract cancellation, damages recovery, or a 10-year restriction from public sector business.
• Joint ventures/partnerships must submit consolidated B-BBEE certificates in the name of all joined entities.

• Preference points (20) awarded for >50% ownership by Black people, Women, or People with Disabilities.
• Submit SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit for ownership claims.
• For disability claims: Medical certificate with practice number required.
• Joint ventures must submit consolidated B-BBEE certificates in the name of all joined entities.
• Failure to submit proof forfeits specific goal points.
• DFFE may require additional validation of claims.

• Training includes Human Factors and Operating Procedures modules.
• Lunch and refreshments provided during theory week.
• Practical BVLOS training conducted on a simulator.
• No goods/services to be delivered before an official order. Failure to meet timelines may result in cancellation and inclusion on the Restricted Suppliers Database.
