The project involves the rehabilitation of Quebec Taxiway and Runway 21R at OR Tambo International Airport. Key activities include environmental management (EMP compliance monitoring and reporting), programming/reporting (Scheme 1 and 2 programmes), routine road maintenance, stakeholder liaison, safety planning, work adjacent to properties, road safety audits, dayworks (personnel, equipment, vehicles, materials), site establishment, dust/FOD control, airside inductions, penalties for non-compliance, security, and extensive facilities for the Engineer. Contractors must have relevant CIDB grading for the project value, experience in airport/airfield pavement works, proven track record in airside operations, ability to provide required insurances and guarantees, and capacity to meet community development/targeted enterprise requirements per Section D. Must comply with South African labor laws, environmental regulations, and ACSA specific requirements for working at OR Tambo International Airport.

• Environmental Management: Monitoring of compliance with and reporting on the Environmental Management Plan (EMP) is required.
• Programming and Reporting: Submission and monthly review/updating of Scheme 1 and Scheme 2 programmes (initial and full) are mandatory. Preparation and submission of all specified reports and information in the Contract Documentation are required.
• Routine Road Maintenance: Includes grass cutting, drain cleaning, culvert cleaning, rubbish/litter collection, base/surface patching (cold/hot asphalt, crushed stone), guardrail replacement, grading and watering of temporary gravel deviations, and other road maintenance tasks as ordered by the Engineer.
• Stakeholder Liaison: Ongoing stakeholder engagement is required.
• Safety: Development and implementation of a Health and Safety Plan are mandatory.
• Work Adjacent to Properties: Survey of adjacent properties and implementation of preventive/mitigation measures, including provisional sums for unforeseen work.
• Road Safety Audits: Stage 4 (work zone traffic management) and Stage 5 (pre-opening) traffic safety audits are required, including handling costs.
• Dayworks: Rates provided for personnel (unskilled to skilled artisans, foremen, gang leaders), construction equipment (motor graders, rollers, loaders, excavators, compressors), vehicles (light delivery, flatbed trucks, dump trucks), and materials (procurement and handling).
• Contractor’s Site Establishment: Includes fixed, value-related, and time-related obligations (mobilisation, execution, suspension costs, de-establishment/re-establishment). Standing time for plant/labour teams (asphalt milling, paving, paint marking, electrical).
• Control of Dust and FOD Pollution: Mandatory at all work areas, including haul roads, site access roads, and campsites/site offices.
• Airside Induction: Courses and permits are required for airside work.
• Penalties: Fixed penalty of R5,000 per occurrence and R5,000 per hour for non-compliance with traffic accommodation requirements.
• Security: Provision of security guards and armed response services for site offices, laboratories, and accommodation.
• Facilities for the Engineer: Site accommodation (offices, conference rooms, laboratories, store rooms, car ports, ablution units, change rooms, kitchens, prefabricated houses), furniture (chairs, desks, tables, cabinets, filing systems), equipment (power outlets, lighting, air-conditioning, heaters, UPS, printers, weather stations, measuring tools, first aid kits), and services (telephone lines, internet, WiFi, electrical installations, gas installations, generators).
• Loading and Hauling: Loading from stockpiles/heaps (machine or hand labour) and hauling materials (soil, gravel, crushed stone, boulders, hard material) for use in works or to spoil areas.
• Traffic Accommodation: Accommodation of pedestrian, non-motorised, and airside traffic. Construction and maintenance of temporary deviations, traffic control facilities (delineators, cones, flagmen, traffic controllers, illuminated signs, arrow boards, variable message signs), traffic calming devices (rumble strips, speed humps), traffic safety officers/vehicles, tow trucks, and safety equipment for visitors.
• Clearing and Grubbing: Clearing/grubbing with machines or hand labour, removal of large trees/stumps, removal of buildings/structures, spreading organic matter, mulching, re-clearing, conservation of vegetation/topsoil, and disposal of hazardous waste.
• Services: Location, identification, protection, and relocation of existing services. Trench excavation (soft/hard/stabilised material), backfilling, subsoil drains, and handling of water during services work.
• Dry Services: Supply, lay, and prove ducts (material type, class, joint type, diameter). Bedding, concrete encasement, duct accessories (markers, draw wires, end caps), handholes, manholes, access chambers, and covers/frames.
• Wet Services: Supply, lay, joint, and test sewers (pipe material, class, joint type, bedding class). Sewer specials, bedding, concrete encasement, manholes, inspection chambers, cleaning eyes, covers/frames, accessories (anchor blocks, marker posts), connections, raising/lowering existing structures, testing, CCTV inspections, and disinfection of potable water pipelines.
• Energy and Other Services: Bedding and concrete encasement for electric power cables, cable laying accessories (warning tape, protection slabs, markers).
• Drains: Excavation for open/lined drains, clearing/shaping/disposal of sediment, subsoil drainage systems (excavation, backfilling, pipes, geotextiles, composite systems), banks/dykes, outlet structures, junction boxes, cleaning eyes, caps, repairs, loading/hauling, backfilling, exposing existing drains, and test flushing.
• Culverts: Excavation, backfilling (excavated/imported material, soil cement, screed layers), concrete pipe culverts (Class A bedding, types, diameters).

• Scope: The surface rehabilitation and level correction of Quebec Taxiway and resurfacing and base repairs of 21R runway threshold at OR Tambo International Airport.

Must have access to banking/insurance institution acceptable to Service Manager for performance bond. Demonstrated experience in airport pavement rehabilitation, taxiway/runway works. Ability to comply with aviation security and safety regulations (OHS Act Section 37(2) appointment). No history of corrupt practices per Prevention and Combating of Corrupt Activities Act. Joint ventures must declare joint and several liability and notify key authorized person within 1 week of starting date.

• Scope: The surface rehabilitation and level correction of Quebec Taxiway and resurfacing and base repairs of 21R runway threshold at OR Tambo International Airport.
• The service must be provided in accordance with the Service Information in Part C3 and all referenced documents and drawings.
• The Contractor warrants that the completed service will be fit for its intended purpose.
• The Contractor is responsible for correct setting out and carrying out of the service based on points, lines, and levels in the Service Information.
• Key risks include proximity to airport users and injury risks from lifting heavy objects.
