Bidder must be tax compliant (TCS pin or CSD registration); not employ persons in service of the state; submit all mandatory supporting documents; meet all facilitator qualification, certification, and experience requirements; company must have 10+ years relevant experience with 3 verifiable references; methodology must address all workshop objectives and deliverables. Foreign suppliers must complete questionnaire and may need SARS registration. Consortiums/JVs must detail contract allocation percentages and ownership breakdown per specific goal with supporting documents.

• Phase 1: Pre-workshop diagnostic, consultations, and design of workshop materials.
• Phase 2: Facilitate the 3-day workshop, manage group dynamics, and guide creation of a Leadership Charter, Action Plan, and Organizational Balanced Scorecard.
• Phase 3: Post-workshop feedback sessions and a comprehensive outcomes report within 14 days.

• Mandatory facilitator requirements:

• Master’s degree (NQF Level 9+) in Business Administration, Organizational Psychology, HR, Public Administration, or related field.
• Minimum 10 years’ experience in leadership/management development and executive facilitation in the public sector/SOEs.
• Professional certification in Facilitation, Executive Coaching, Leadership Development, Organizational Development, or Change Management.

• Company must have at least 10 years’ experience in similar workshops and provide three client reference letters from the last five years.

• You must submit a detailed methodology outlining your approach to:

• Pre-workshop diagnostic: Conduct consultations and design a customized, interactive workshop agenda.
• Facilitation of the 3-day workshop: Use advanced techniques for candid debate, consensus-building, and managing group dynamics.
• Post-workshop reporting: Deliver a comprehensive outcomes report within 14 days, including the Leadership Charter, Action Plan, and recommendations.

• Clearly label all supporting documents for ease of evaluation.

• Lead Facilitator must have:

• A master’s degree (NQF Level 9+) in Business Administration, Organizational Psychology, HR, Public Administration, or related field.
• Minimum 10 years’ experience in leadership/management development and executive facilitation in the public sector/SOEs.
• Professional certification in Facilitation, Executive Coaching, Leadership Development, Organizational Development, or Change Management.

• Company must have at least 10 years’ experience in facilitating leadership alignment, organizational effectiveness, change management, or strategic workshops.
• Submit three client reference letters for similar assignments completed in the last five years.

• Use the pricing table in Annexure B to quote inclusive of VAT.
• Breakdown required for: Phase 1 (Pre-Workshop Diagnostic & Design), Phase 2 (Facilitation of 3-day Workshop), Phase 3 (Post-Workshop Reporting), and Travel/Accommodation if applicable.
• Also submit a quotation on your company letterhead.
• Total price must be inclusive of VAT.

• Tax Compliance: Submit your SARS Tax Compliance Status PIN or a printed TCS certificate. If no PIN, provide your Central Supplier Database (CSD) number.
• CSD Registration: Provide a recent CSD report (not older than 3 months).
• B-BBEE: Submit a valid B-BBEE certificate.
• Company Registration: Provide CK1 registration document from CIPC.
• Ownership Proof: Submit ID copies of all listed owners as per CSD report.
• Address Proof: Provide proof of address not older than 3 months for locality claims.
• Additional Documents: If applicable, submit medical certificate/assessment for disability claims, and consortium/joint venture forms.
• Declarations: Complete SBD 4 (Bidder’s Disclosure) declaring no conflicts of interest, collusion, or state employment conflicts.
• Failure to provide or comply with these requirements may invalidate your bid.

• Points are awarded for equity ownership by Historically Disadvantaged Individuals (no franchise before 1983/1993, women, disabled persons), youth, and locality.
• For 80/20 system: Max points: 7 (no franchise), 5 (women), 2 (disabled), 3 (youth), 3 (locality).
• For 90/10 system: Max points: 4 (no franchise), 2 (women), 1 (disabled), 1 (youth), 2 (locality).
