• This tender is for the supply and delivery of service kits for four specific pieces of equipment: a Bell L2106E loader, an Elite 750 walk-behind mower, a Case Magnum 315 tractor, and a Doosan Mega 400V machine.

Mandatory Requirements:

• Fully complete the Bill of Quantities/Specification.
• Provide datasheets, reference letters, proof of certification, or accreditation where applicable.
• No bidder in the service of the state may submit.
• No bidder blacklisted by National Treasury or any National Authority for non-performance will be considered.
• All quotes must be in PDF format on company letterhead.
• Joint Venture Agreements must be properly signed by all parties.

• The document asks bidders to declare if any affiliated persons (with relevant qualifications, abilities, or experience) have been or could be requested to bid for the same goods/services.

• Only firm prices are accepted.
• Prices must include all applicable taxes.
• A separate pricing schedule is required for each delivery point if pricing is influenced by location.
• Bidders must declare arrears on municipal rates and taxes (not older than 90 days).
• Bidders must declare if any past contracts were terminated due to non-performance.

• Only firm prices will be accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• The total quotation price must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• All delivery costs must be included in the bid price for delivery to the prescribed destination.
• If different delivery points influence pricing, a separate pricing schedule must be submitted for each point.
• The bidder must confirm in the pricing schedule whether the offer complies with the specifications and indicate any deviations.
• The offer must be valid for 60 days from the closing date.
• Bidders must declare if they owe any municipal rates and taxes that are more than three months in arrears.

• All suppliers must be registered on the Central Supplier Database (CSD).
• Submit a valid Tax Clearance Certificate or valid SARS PIN.
• Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. Non-compliant affidavits will be scored zero.
• Submit proof that municipal rates and taxes are not older than 90 days in arrears.
• Complete and submit the following mandatory MBD forms: Declaration of Interest (MBD 4), Declaration of Past Supply Chain Management Practices (MBD 8), Certificate of Independent Bid Determination (MBD 9), and Preference Points Claim Form (MBD 6.1).

• Quotations must be on company letterhead.
• Persons in the service of the state are not eligible to bid.
• Bidders blacklisted by National Treasury or any National Authority for non-performance are not eligible.

• The offer must be valid for 60 days from the closing date.
• Only firm prices are accepted.
• Delivery costs must be included in the bid price.
• The bidder must indicate compliance with specifications and note any deviations.
• The bidder must complete and submit the Certificate of Independent Bid Determination (MBD 9) to prevent bid-rigging.

• The 80/20 preference point system applies.
• 80 points are for price, 20 points are for Specific Goals.
• Points for Specific Goals are claimed using the MBD 6.1 form.
• The organ of state may verify any claims at any time.
