Evaluation methodology: Stage 1: Administrative compliance (completed RFQ forms, CSD registration, SBD 4, SBD 6.1, SBD 7.1). Stage 2: Technical compliance to specifications. Stage 3: Price (80 points) and preference goals (20 points). Bidders must meet all mandatory requirements to progress.

merSETA reserves the right to: amend bid conditions or specifications before closing date (bidders must monitor the website), reject any bid (including the lowest-priced), award in whole or part, conduct site inspections, and request additional verification documents. Past experience with the bidder may be considered.

Pricing Schedule must include: item descriptions, quantities, unit prices, total prices, and VAT (15%). Declare compliance with specifications. If non-compliant, indicate deviations. Sign and date the declaration.

Prices must be firm and inclusive of VAT. Prices must include all related expenses (e.g., transport, accommodation). Price validity period: 60 days from closing date. Payment terms: Valid invoices will be paid within 30 days from statement date for work done to merSETA’s satisfaction. Non-compliance with pricing rules (e.g., non-firm prices) will disqualify the bid. Use the official merSETA quotation form; supplementary pricing breakdowns may be added on company letterhead. The Price Declaration must be completed, and its total will override any discrepancies in the RFQ pricing.

Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) with a valid CSD number. Tax compliance must be in order as per Treasury Regulations. Submit: SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form with supporting documents, e.g., B-BBEE certificate, CIPC certificate, or affidavit), and SBD 7.1 (Contract Form). Bidders must declare any conflicts of interest or relationships with merSETA employees. Failure to complete mandatory forms (e.g., SBD 4) may result in disqualification. SBD 7.1 Part 2 (Purchaser): Accepts quotation, confirms payment terms (30 days), and records preference points claimed. Both parties must sign in duplicate.

Bidder must certify independence of bid (no collusion with competitors). Suspicious bids may be reported to the Competition Commission or NPA. Collusion or fraud may result in disqualification, cost recovery, contract cancellation, or criminal prosecution.

Failure to submit proof for preference goals forfeits those points. merSETA may require additional verification. merSETA reserves the right to negotiate terms with qualifying bidders and may reject any offer, including the lowest-priced bid.
