Two-phase evaluation:

Phase 1: Functionality/Technical (75 points, minimum threshold: 55). Categories:

• Service Provider Experience (15 max): ≥10 years (15), 5-10 years (10), 5 years (5).
• Relevant Company Experience (20 max): >3 reference letters (20), 2-3 letters (15), 1 letter (10), none (0). Letters must be on client letterhead, signed, with contact details.
• Personnel Experience (20 max): Site Supervisor (3+ years, 10 pts), Area Manager (5+ years, 10 pts).
• OHS Compliance (20 max): Valid medical certificates for all cleaners (10), Safety Data Sheets (SDS) for 5 cleaning chemicals (10).

Phase 2: Price (80 points) + B-BBEE Specific Goals (20 points).

• 80/20 Preference Point System applies.
• Price scoring: Ps = 80
• (1 - (Pt - Pmin)/Pmin).
• B-BBEE Specific Goals: EME/SME 51% Black-owned (10), 51% Black-owned (5), 51% Black women-owned (3), Black Youth (2).
• Highest total points wins. Ties resolved by drawing lots.
• Bidders scoring below 55 in Phase 1 are disqualified from Phase 2.

Scope: Cleaning, hygiene, car wash, and pest control services for SABC Kimberley & Platfontein offices (5-year contract).

Areas: Offices, passages, stairs, toilets, parking bays, SABC fleet vehicles, entrances, reception, studios, boardrooms, kitchens, lifts, windows, balconies, roofs, refuse areas, and wash bays.

Daily tasks: Empty bins, dust/polish furniture, clean bathrooms (mop, sanitize, replenish supplies), wash crockery, remove refuse, dust walls/doors/paintwork/glass/metal, clean fire-fighting equipment, fill water coolers.

Weekly tasks: Wipe telephones, polish furniture/steel/vinyl/glass, dust all surfaces, wipe fire-fighting equipment.

Monthly tasks: Vacuum upholstery, deep clean bathrooms, dust picture frames, vacuum blinds/curtains, wash windows (inside/outside), clean ventilation ducts, sweep archives.

Quarterly tasks: Window cleaning (Fall Arrest system required for Kimberley’s inaccessible windows), pest control.

Car wash: Pressure spray, hand wash, rinse, dry, polish body (SANS-approved), vacuum interior, polish tyres (SANS-approved), clean boot/carpet, apply SANS-approved silicon to dash.

Lifts: Clean door tracks, interior, mirrors, walls, control panel, and floor.

Balconies: Clean when windows are washed; remove bird droppings regularly.

Uniforms/PPE: All staff must wear branded uniforms and PPE (2x overalls, 240x FFP1 masks, 1x safety shoes/boots annually).

Equipment/Chemicals: Bidder must supply all equipment, SABS-approved chemicals, polish, disinfectants, and cleaning materials.

Staffing: 6 cleaners + 1 supervisor (Shift 1: Office Cleaning, Mon-Fri 07H00-16H00), 2 cleaners (Shift 2: Car Wash, Mon-Fri 07H30-16H30).

Standards: Services must comply with OHS Act and SABS ISO Standards.

Pricing: Submit via Annexure F (Pricing Schedule).
