Submit quotations electronically to [email protected] before the closing date and time. Use official forms (SBD 4, SBD 6.1) without retyping. Late or incomplete submissions, or those sent to incorrect email addresses, will be disqualified. Quotations must be on company letterhead, include contact details and quote number, and be duly signed. Validity period: 30 days from closing date. No cost adjustments allowed after submission.

Scope: Provision of legal services for 4 months. Services include: litigation support (court representation, pleadings, affidavits), legal advisory (opinions, legislation interpretation), general legal support (contract drafting/review, compliance advisory, dispute resolution), and ongoing matter support (taxation of bills of costs, settlement processes). Deliverables: legal opinions, court documents, progress reports, draft/final legal documentation, and negotiation outcomes. Contract duration: 4 months. Experience required: litigation, legal advisory, labour law, public sector work, complex litigation, court deadline management, and professional registration with legal regulatory bodies.

Service providers must demonstrate: proven experience in litigation and legal advisory services; experience in labour law and public sector legal work; ability to handle complex litigation and manage court deadlines; professional registration and good standing with legal regulatory bodies; and prior work with NHC or an organ of state.

Pricing must be fixed and inclusive of VAT and all associated costs. Quotations must cover the entire scope for the 4-month period. No price adjustments after submission. Payment terms: 30 days from invoice receipt. Invoices must be submitted to [email protected] in SARS-prescribed format.

Mandatory compliance: CSD registration (number required), Tax Status PIN from SARS, valid B-BBEE Certificate or Sworn Affidavit, CIPC registration and proof of good standing, completed and signed Annexures (SBD 4, SBD 6.1, POPIA Notice and Consent Form, NHC Supplier Code of Conduct, Supplier Evaluation Checklist), and audited financial statements for the past two years. Non-compliance with any requirement may result in disqualification. Suppliers must not be listed in the Register of Tender Defaulters or List of Restricted Suppliers.

NHC reserves the right to accept/reject quotes, cancel RFQ, or appoint multiple suppliers. Payment within 30 days of invoice receipt. Invoices must comply with SARS format and be sent to [email protected]. Services commence only upon receipt of official NHC purchase order or signed SLA. NHC not liable for supplier costs to prepare submissions. General Conditions of Contract (GCC) apply and cannot be amended.

Evaluation follows a two-phase process: Phase 1 checks SCM compliance (document completeness and correctness). Phase 2 scores Price (80 points) and Specific Goals (20 points) under the 80/20 Preferential Procurement Policy Framework Act system. Specific Goals include B-BBEE compliance (10 points) and SMME promotion (10 points). Points are awarded based on the lowest acceptable tender for price and documented proof for specific goals.
