• Submit your quotation by email only to [email protected] before the closing date and time. Late submissions will not be considered.
• Ensure your quotation includes all required mandatory documents. Failure to submit all mandatory documents will result in your bid being declared non-responsive.

3. The recommended service provider will be required to complete and sign all Standard Bidding Documents (SBDs) and Annexures. Please duly complete and sign the SBD 1, 4, SBD 6.1 forms respectively

Service providers must: 1) Attend the compulsory site briefing on 24 July 2026, 2) Be registered on the Central Supplier Database (CSD), 3) Submit a valid Tax Clearance Certificate or CSD number, 4) Provide a SANAS-accredited BBBEE certificate or sworn affidavit for specific goal points, 5) Submit all required Standard Bidding Documents (SBD 1, 4, 6.1) duly completed and signed.

Scope of Work:

• Provide architectural services for the design of the Auditorium and Meeting Hall (VC Wood) facility at the NRF Didacta Building, Pretoria.
• Conduct comprehensive site assessments and develop detailed 3D As-Built Design Plans for both the auditorium and the VC Wood hall.
• Design plans must include, but are not limited to:

• Seating, audio-visual infrastructure, flooring, material finishes, HVAC, LED lighting, doors/windows, life safety systems, and costings for the auditorium.
• Accurate surveys, 3D models, floor plans, elevations, sections, stage layout, multi-purpose meeting setup, A/V proposals, stackable furniture, flooring, electrical services, HVAC, LED lighting, and costings for the VC Wood hall.

• Final deliverables must be submitted in both hard copy and editable electronic formats (e.g., AutoCAD, Revit/BIM, PDF).
• All designs must comply with South African National Standards (SANS), National Building Regulations, occupational health and safety requirements, and disability accessibility standards.

• The service provider must conduct a comprehensive site assessment.
• Develop a detailed 3D As-Built Design Plan for both the auditorium and VC Wood hall, including measurements, 3D models, floor plans, elevations, sections, and specific layouts for seating, A/V, lighting, HVAC, and life safety systems.

• The lead Architect must have a minimum of 3 years' industry experience.
• Submit a CV detailing projects, project values, and roles undertaken.
• Provide reference letters or completion certificates for similar architectural projects (auditoriums, council chambers, boardrooms, conference centres, lecture theatres, government buildings).

• Attendance at the compulsory site briefing on 24 July 2026 is mandatory for bid evaluation.
• All drawings and designs must comply with South African National Standards (SANS), National Building Regulations, and industry best practices.

• Provide a full cost breakdown for each item on official company letterhead.
• List all additional costs with conditions of application.
• Prices must be VAT inclusive (if applicable) and in ZAR.
• Use the provided schedule: Quote a unit price for the 3D 'As-built' design plan for the Auditorium and another for the VC Wood meeting area.

2. The 3D 'As-built' design plan for the VC Wood meeting area.

Mandatory Documents for Submission:

• Proof of registration with the South African Council for the Architectural Profession (SACAP).
• Proof of Professional Indemnity insurance.
• CV of the lead Architect demonstrating minimum 3 years' industry experience.
• Either three (3) reference letters or three (3) completion certificates for similar architectural projects, as specified.
• Valid Tax Clearance Certificate or CSD number.
• Original certified SANAS-accredited B-BBEE Certificate or Sworn Affidavit to claim specific goal points.
• Proof of Central Supplier Database (CSD) registration is required.
• Complete and sign all Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1).

• Submit an original certified SANAS-accredited B-BBEE Certificate or Sworn Affidavit to claim specific goal points.
• Points are awarded for B-BBEE level and ownership (Black, Black female, Black youth, People with Disabilities).

• All designs must comply with occupational health and safety requirements and include life safety systems such as fire detection, emergency lighting, and exit signage.
• The facilities must be designed to ensure inclusive access and use for all persons, meeting disability accessibility requirements.

• NRF-SAASTA's standard conditions of purchase apply.
• All service providers must adhere to the General Conditions of Contract prescribed by National Treasury (available online).
• No goods or services may be delivered before issuance of an official authorised NRF-SAASTA Purchase Order. Non-compliance may result in non-payment.
• By responding, you agree to the Government Procurement: General Conditions of Contract, July 2010.
• The RFQ validity period is 60 days from the closing date.

• Late quotations will not be accepted.
• If you believe the specification is brand-specific, inform NRF-SAASTA before the closing date.
• After 14 days post-closing without a purchase order, consider your quotation unsuccessful.

• Evaluation uses the 80/20 preference point system for bids up to R1,000,000.
• Stage 1: Mandatory Go/No Go checks (briefing attendance, SACAP registration, architect CV, insurance, references).
• Stage 2: 80 points for price, 20 points for specific goals (B-BBEE, ownership, company size).
